Quality Function Deployment(QFD) is an useful tool so as to meet both customer and engineering requirements and also to ensure quality throughout each stage of the product development and production process. Traditionally, QFD rates engineering characteristics(ECs) with respect to customer attributes(CA) and aggregates the ratings to get relative importance score of ECs. Some studies indicated the need to consider additional factors, such as cost and environmental impact other than acquiring the relative importance of ECs. The conventional QFD structure requires individuals to express their preferences in a restricted scale without exceptions. In practice, people contributing to the process tend generally to give information about their personal preferences in many different ways, numerically or linguistically, depending on their background. However, collaborative decision making is not an emphasized issue in QFD even though it requires several people’s involvement. Successful applications of QFD, thus, rely on effective communication among team members to reach a consensus. In this study, a hybrid approach which employs QFD and Preference Ranking Organization Method for Enrichment Evaluations(PROMETHEE) together, is applied for a group decision making. An application on public service area(Jikji related policy and projects) is supplied to illustrate the approach.
