Urban development from the 1960's has steadily increased the impervious space in the city, resulting if frequent flood damages. Along with the development of land, the population in urban areas became denser, further increasing the damage caused by flood. To reduce the damage, runoff reduction facilities were deemed necessary. In this study, the infiltration reducing pavements were tested to see the effectiveness of permeable pavements. The rainfall measured by a hydraulic pump and the actual rainfall measured in 2001 were used in a hydraulic model experimental. In addition, numerical experiments were done to compare the difference between three areas in the Gugal 2 region : an area where permeable pave were not applied, an area where 20% of possible permeable pave were paved, and an area where every possible permeable pave were paved. The hydraulic model experiment was composed of two permeable paves of different thickness and impermeablity. It was found that when rainfall with a pump was used, it maintained waterfall rate of 150mm/hr. When the thickness of pave was at 19cm, water runoff did not occur for 20 minutes. In contrast, when the thickness was at 80cm, water runoff did not occur for 55 minutes. In the Gugal 2 region, 28% of the total area is dominated by streets and parking lots, where the permeable pavement can be installed. When the 2001 rainfall values were used in the numerical experiment, an area where 20% of the pave-possible land was permeable, it was 6% effective against rain while an area where every pave-possible land was permeable, it was 50% effective against rain.
