Accordingly, I am going to make a deep study of the development of the way to apply the portfolio assessment method efficiently, the education of the teachers for that purpose and the procedure of application. Particularly, the results of this deep analyses have been used as important materials to revise and supplement the portfolio assessment method. The objective of this study can be summed up as follows: First, it is to develop a new portfolio assessment method which can be applied in the educational scenes of kindergarten. Second, it is to develop and practice an educational programs for the teachers so that they can apply the portfolio assessment method. Third, it is to make a deep analysis of how the practical application of the portfolio assessment method affects the teaching and learning process. The problems established for this study objective are as follows: 1. What is the effective rating method in kindergarten? 1-1. What portfolio rating method is effective in kindergarten? 1-2. What is the way to educate the teachers for the efficient portfolio assessment method? 2. What is the effect of the practical application of the portfolio assessment method on the teaching and learning process? 2-1. What is the effect of the portfolio assessment method on teachers' planning for teaching and learning ways? 2-2. What is the effect of the portfolio assessment method on the interaction of teachers and children? 2-3. What is the effect of the portfolio assessment method on the children' response to the teachers? In this study, on the one hand, the enthrographic method has been chiefly used, and materials concerned have been collected and analyzed to revise and supplement the portfolio assessment method, and to find out the effects of its application in the process of developing the effective portfolio assessment method. On the other hand, the observed materials have been used for the quantitative statistical analyses. This study has been carried out in the two kindergartens attached to a primary school administered by the Southern Office of Education in Taegu City. I have decided to study the kindergartens attached to a primary school for the following reasons: first, they are public institutions of education, second, the education of kindergarten is conducted more and more in public institutions, and third, the teachers of public kindergartens are a group appointed by the appointment examination. The particular reason of choosing the kindergartens attached to a primary school which is a public educational institution, is that the portfolio rating method is not adopted in many private kindergartens but the office of education has given the public educational institutions a guide recommending them to adopt the portfolio assessment method and so the teachers in those institutions will be more helped. Both of the selected kindergartens have single classes of mixed age and the teachers have similarities in scholarly attainments, career records and age. I have observed the Green Class and the Yellow Class in advance and planned a portfolio assessment method applicable to kindergartens by studying the literature concerned and have found out problems in the course of the first application and the second application. I have discussed the problems with the teachers and developed the final portfolio assessment method by revising and supplementing. In this study, in the process of developing, revising and supplementing the portfolio assessment method, I have collected materials by means of cultural descriptions such as deep consultations and descriptive consultations with the teachers, daily teaching plans and so on. I have also used as a means of measuring the student teacher relationship, the method of STRS(Student Teacher Relationship Scale) developed by Prato(1988). I have conducted qualitative material analysis of the collected materials by way of the analysis of educational process, the concentration ratio during the lessons, an analysis of special examples and the analysis of the causal relationship. And to know the student teacher scale, I have used the way of quantitative statistics and conducted related tests. I have conducted a total of 25 times of observations to develop the portfolio assessment method (5 times before the application of the method, 10 times in the first application, 7 times in the second application and 3 times in the third application. I have analyzed the teaching process and concentration assessment by analyzing the final day's descriptive observations, and I have handled the teachers' observation scale by measuring two times before the application and after the final application. I have concluded as follows: First, the efficient portfolio assessment method in kindergartens is composed of: the first step: the portfolio conference and planning, the second step: the conduction and development of the portfolio in the process of teaching and learning, the third step: the selection of materials for the portfolio, the fourth step: the analysis of the portfolio, and the fifth step: the use of the portfolio assessment. This portfolio assessment method has 24 lower items under the higher 5 steps. In applying in the real scenes, the teachers must follow the higher 5 steps in the order , but in the lower 24 lower items, it is efficient for the teachers to have the flexibility of controlling the items, considering the activity characters in the classes and the situations. Second, the objective of the program to educate the teachers has been the practice, the emphasis of the distinctions of teaching and the efficient application of the portfolio assessment method in kindergartens. The program of educating the teachers has been conducted for 10 hours after hearing their demands. And the program has been carried out in the practical process of exchanging views on the problems obtained by my observations of the teachers' application and the feelings of the teachers participating in the application. Third, the practical application of the portfolio assessment method has been conducted in the teachers' teaching forms of the observation of the children' play situations, intervention, and observation. There has been the teachers' intervention in the form of the lingual interaction, the presentation of necessary materials and participating as partners. This has produced the form of teaching-learning ways uniting teaching and rating by sensitive and instant responses to the children' demands. The teacher and infant interaction has increased in quantity and in quality and this has been proved by the children' activity concentration ratio and the teacher child relationship. The children' concentration ratio has increased more and more in the process of application of the portfolio assessment method, and the teacher infant relationship has been maintained positively. I have found the significant statistical difference of .042(p<.05) in the Green Class and .027(p<.05) in the Yellow Class. But this study has been carried out in two public kindergartens and so it is difficult to generalize it. But the study has shown considerable effects on the teacher child interaction and the concentration ratio. This shows that there may be a difference in the quantity and length of interaction according to the activity subjects and the teaching tools chosen by the children. This study has helped the teachers to understand the portfolio assessment method and has played a part in providing important information for the teachers' measurement and execution of the teaching and learning process through the practical application. The application of the portfolio assessment method has realized the superior interaction of teachers and children through the teachers' observations of the children' play activities. Teachers have been able to respond more sensitively and instantly to the children' responses. This has supplied the teachers with comprehensive information for the children' development and progress. I have concentrated on the teachers' teaching and learning process of the public kindergartens. I hope that various types of educational institutions for children and many studies of assessment programs interrelating teachers, children and homes will appear.
