Even though nowadays the international situation in the new millenium is outlooked generally with bright prospects, it is also viewed gloomily because of the occurrence of new and diverse conflict factors, Pan-national dangers like the environmental pollution, the natural disaster, and the terror, and the spread of arms for mass bloodshedding after the fall of a cold war. In this point the world is to enter "the age of a new crisis" with various localized disputes. In 1998, 94 armed collisions already occurred, and 82 disputes are in progress as of 2000. So far U.N. has been an alternative measure to solve thedark international situation, and its leading role will be uninterruptedly preserved. Thus in this thesis, henceforward forms and ways for a peace-keeping operation of Korea (PKO) are studied by the research work on the patterns of new international disputes and peace operations discharged primarily by U.N. Followings are results of the study. First, in the patterns of international disputes, in spite of the fact that international disputes being on an increasing trend after the fall of a cold war were calmed to some extent in 1994 and 1995 as the turning point, the total number of armed collisions was not reduced by now, and both factors to restraint and invoke disputes coexist. Thus the prospect about the solution to the disputes is unpromising. Second, U.S.A. playing a role of an international police is to take part in the international organization with a way of the financial apportionment. In the area that the role of U.N. is limited, the method to solve disputes through the multi-organizations is expected to be successful. Third, Korea's scheme for effective peace-keeping operations has to be examined strategically in terms of the national security based on the knowledge and the know-how acquired in U.N. peace activities. That is to say, Korea has to pay attention to the areas related with the safety of Korea, to outgrow his former passive attitude, and to decide and prepare aggressively by his own self. For this, Korea has to get a firm stand to contribute to military operations in case of emergency, through cultivating and supervising military specialists in peace-keeping operations and fixing the cooperation of within and without nation. With the information of both nonmilitary and military research institutes and additional financial support, a system that offers the policy alternative has to be constructed. Fourth, in the case of the dispatch of troops, to gain the international sympathy about it is also important. To do so, the agreement of all the country needs to be proved with the propriety of the dispatch. It is proper that the efficient military unit to the mission must be selected with due regard to the protection of the economy and Korean residents and the condition of the armed collision in troubled parts. Almost all dispatched multinational forces for peace-keeping operarions are special forces. It is because lightweight special forces are prepared to cope with any uncertain situation. From now on peace forces or special forces centered dispatch of troops of Korea is needed. The buildup of military engineer and medical service units to give guidance to the troubled part is required in consideration of national interests after the close of the dispute.
