With such basic conceptions in mind, this study was aimed at providing some data useful to programs for counter-immigration or return to inner cities or for re-creation and activation of rich inner cities. To this end, local officials and residents in Jung-gu, Daegu were surveyed to analyze their mentality and determine the causes of people's emigration to suburbs, while various statistics and data published by Daegu city administration regarding urbanization, suburbanization and loss of inner city. The data collected from the questionnaire survey for Jung-gu residents, their neighbors and relevant officials were used for comparative analysis, cross analysis and ANOVA. As a result, it was found that the Jung-gu residents were more proud of their community than other residents, and that such a pride was higher in officials than ordinary people. The causes for such a high pride were "center of commerce and culture" and "traffic and business hub of Daegu". The group who were least aware of "historic background of Jung-gu" were merchants, followed by residents, their neighbors, Dong office officials, city hall officials and member of the city council. On the other hand, most of the people surveyed felt more or less negative towards people's immigration to the inner city Jung-gu, primarily due to "poor living environment", "traffic jam" and "noises and pollution". In other words, it is conceived that if such problems should be solved, more people would be encouraged to immigrate to the inner cities. Still now, the inner city of Daegu or Jung-gu is being hollowed or lost due to various problems including unbalanced downtown development, weakening urban functions, poor living environment, obsolete infrastructures, poor reinvestments, aging residents and closed mentality. Hence, it may well be desirable for the autonomous Jung-gu administration to depart from the redevelopment centered about commercial, office and urban functions popular in 70's and 80's and instead, pursue a redevelopment program combining residential and commercial functions. In conclusion, in order to solve the problem of the inner city Jung-gu being lost, it is deemed necessary to research into the correlations among downtown conditions, living environment and people's preferences and thereupon, encourage the local people to participate in the downtown redevelopment programs, while developing appropriate policies for the downtown or inner city to be implemented steadily. In addition, it is also necessary to give incentives or opportunities for immigrators or investors, while rearranging relevant codes and deregulating the redevelopment programs. Moreover, the National Assembly is requested to solve the problem of the inner cities being lost throughout the nation and, to this end, enact a special district code. Besides, people are obliged to give up their conservative or exclusive mentality as well as regional egoism and awaken themselves of an "open-minded" community spirit.
