Is social security friends or foes of economic and labour reform? The purpose of this study is two folds. One is to criticize all those who believe that social security or social policy is an obstacle in the era of global competition and economic and labour reform. The other is to stress on the importance of linking social security policies and labour market policies in policy planning and in analysing. Although the former has been done by many scholars, empirical background work is lacking and this study will provide it. To do this, this study looks the relationship between two main subject of reform when labour markets are deregulated, employment protection and unemployment benefits. Employment protection index will be measured by strictness of employment protection for regular workers, regulation of temporary workers, regulation of collective dismissals of the employment protection legislation. Unemployment benefit index is measured by the net replacement rate and the benefit duration, seen here as the generosity of unemployment benefit, and the percentage of workers receiving unemployment benefit from the total unemployed, seen here as the comprehensiveness of unemployment benefit. From the results of the country case studies, and with the theoretical background from the power resource mobilization theory and rational choice institutionalism, we predicted that union structure and strength will affect the level and the relationship of employment protection and unemployment benefit. To measure union strength union density and bargaining coverage rate is used, and to measure union structure, the prevailing level of bargaining of each country is examined. All the datas used here are from the OECD with the exception of the unemployment comprehensiveness data which is from EUROSTAT and the statistic offices of each country. The main findings of this study is as follows. First, after measuring the employment protection index and unemployment benefit index of 17 OECD countries in the late 1990's, the countries clustered in to three major groups. The Anglo-Saxon cluster with a low employment protection level and low unemployment benefit level, the southern europe cluster with a high employment level and even lower unemployment level than the Anglo-Saxon cluster, and the continental-northern europe model with a median level of employment protection and a high level of unemployment protection. Korea showed to have the southern european mix of the two indexes, but the employment protection level showed to be lower than that of the other southern european countries. The total level of protection given by employment protection and unemployment benefit of Korea was about the same level as the Anglo-Saxon countries. Second, bargaining coverage rate and prevailing bargaining level showed a positive correlation with the employment protection index, but only between the Anglo-Saxon country cluster and the other clusters, and not within the clusters. With this we could see that there was a clear difference in the bargaining coverage rate and prevailing bargaining level of the Anglo-Saxon countries and the other european countries, but not in the union density rate. From this it can be presumed that the level and the relationship of employment protection and unemployment benefit of the Anglo-Saxon countries differs from that of the other european countries because of the level of the bargaining coverage rate, seen as an index of union strength and the prevailing bargaining level, seen as an index of union structure. In the countries where the sector level bargaining is prevalent, countries with high union density showed to have relaxed employment protection and high unemployment benefit levels, and countries with low union density showed to have strict employment protection and low unemployment benefit levels. Third, in the countries where the prevalent bargaining level is sectorial, employment protection and unemployment benefit levels showed to have a significant negative correlation. Also, the relationship of the two institutions showed an even higher significance level and degree of correlation if the countries were divided by 2 bargaining coverage level. In other words, in countries where the prevailing level of bargaining between the unions and the employers is the sectorial level and the strength of the union is a certain level, employment protection and unemployment benefit is used as a zero sum policy option. From the study results above two points can be made. First comes from the result that employment protection and unemployment benefit institutions are correlated. We can see from this that social security policies and labour market policies are not something to be dealt with separately but in concertion, because changes in one policy will bring changes, or the need of changes in the other. Second point comes from that employment protection and unemployment benefit levels showed a negative correlation. This can be seen as the two institution, in the same level of overall protection, can substitute or assist the other for they have the same function of labour protection. With this we can say that to bring labour flexibilzation or deregulation social security need not be retrenched but on the other hand be expanded. Income security measures will reduced the insecurity brought about from the flexiblized labour market, and can be used to lower the resistance of labours for a smoother labour reform. In the case of Korea despite the fast speed of labour flexibilization and insecurity the development of social security was slow and insufficient. For a stable economic labour structural reform a more higher level of social security is needed. With this, social security policy should not be seen as itself separately but in connection and in consistency with economic and labour market policies and institutions for it's proper development and reform.
