As we experienced from two rounds of the world oil shocks, we need to be cautious about other nations' attempt to maximize their economic benefits by taking advantage of their natural resources, and therefore, we should design a mechanism whereby the negative effects of such attempts on our industries can be minimized. Since our nation is little endowed with natural resources, we had to start with the labor-intensive industries in 70's. Then, our industries shifted to heavy industries in 80's and were restructured into high-tech industries, and now our core industries are IT, NT and BT industries. Our heavy dependence on high-tech industries may well be proven by the fact that semi-conductors are ranked as top three export items together with automobiles and communication equipments. Rare earth elements are the basic materials for such high-tech industries, and they become more and more important as catalysts of technological innovation. Development of material-related technologies must depend on two theses: "high purification by means of separation" and "creation of new materials through synthesis". These theses will remain unchanged in the future. It is expected that the rare earth elements and synthetic materials will be more essential as the high-tech industries develop further, and that the demands for them will increase rapidly as they are required more for electric, electronic, catalyst, optical, special metal, super conductor and fluorescent products. In particular, as separation and refining technologies develop, high-purity rare earth elements are mass-produced, while they are widely used because of their excellent electro-magnetic, optical and chemical properties. The nations who produces rare earth elements most in the world are China and the United States, and in particular, China supplies 70-80% of the rare earth elements required in the world markets. Korea imports almost all rare earth elements, and China accounts for 80% of the rare earth elements imported by us. Korea will need more rare earth elements, as her high-tech industries develop more. However, as rare earth element producers tend to regulate the export or avoid transfer of technology strategically, it is urgent for Korea to make efforts to enhance her R&D capacity, while procuring the rare earth elements, but such efforts have yet to be made. This study was aimed at suggesting some policy alternatives to procure the rare earth elements stably. To this end, the current conditions were reviewed in general, and then, supply and demand of the rare earth elements in the world markets were examined to suggest some ideas about stable procurement of the rare earth elements for government and relevant companies. Although it is necessary to study the rare earth elements, few preceding studies have reviewed them in a specific and systematic way. In this regard, it is hoped that this study will be useful to the relevant companies who cannot find any counter-measures against rare earth element producers' strategic arbitrary supply or price controls. Lastly, it is also hoped that this study will be followed up by future studies which will suggest some effective ways to develop rare earth element markets, diversify the import sources and facilitate the investment for development and production of the rare earth elements.
