The purpose of this study is to provide ways of developing financial policies for early childhood education through analyses on the current status and problems of the policies. For the purpose, this researcher examined the developments of local financial policies for early childhood education and trends of such policies in foreign countries. And the researcher reviewed the current status and problems of such policies in this nation theoretically. Furthermore, this study analyzed current financial conditions of kindergartens and ways of financial supports to the educational institutions through a questionnaire survey. The survey was applied to 226 teachers at kindergartens located in Busan. Among the total questionnaire forms distributed, 90.4% was collected. Data from the survey were statistically processed using SPSS/PC+ program. Significant differences in accordance with background variables were verified through x²(chi-square) test and ANOVA. Results of the study could be brought into the following conclusion. First, the government should increase financial investment in early childhood education. Currently in this nation, the budget of early childhood education occupies only 1% of the total budget of school education. In this situation, education for preschool children could never be improved in quality and never be integrated into the system of public education. The government needs to increase wages for kindergarten teachers to a moderate level through the expansion of finance for early childhood education and improve the quality of the education through increase in financial support to the operation and facility management of kindergartens. Such supports could include the expansion of budgets for preschool education, increase in financial grants for regional education, educational taxation and more contribution to local autonomous bodies. Second, financial supports to private kindergartens should be strengthened. In this nation, such private institutions accounts for about 80% of early childhood education. But most of the institutions are under the self-supporting system greatly depending on tuition fees paid by children. This poor financial condition results in low wages for private kindergarten teachers and deficiencies in facilities, materials and instruments unlike in national and public educational institutions for preschool children. The government should provide financial supports and supervision , similar those to public kindergartens, to incorporated private kindergartens like in Japan. It is also needed to provide non-incorporated private kindergartens with financial aids for related facilities and equipment only when the private institutions have a will to being incorporated. Third, financial supports to the expansion of free education and class operation for the whole day should be strengthened. Currently free education for children at 5 in full age are in part implemented, but its range is very limited. The government needs to strengthen financial help for providing the opportunity of free education to all children in preschool age. Administrative and financial supports for classes for the whole day at kindergartens should be increased as more and more women are employed. Fourth, financial policies for early childhood education should be established and implemented considering regional characteristics and situations. To resolve unbalance among regions and social classes in the opportunity of the education, more aids and supports should be given to private kindergartens located in regions where few national and public kindergartens are established. Long-term financial policies for early childhood education are also needed to help increase in the number of public kindergartens in urban areas. More attention to early childhood education and social and parents' changed recognition of the education are critical to the establishment and implementation of the financial policies as above described. The policies could not be properly settled if social stereotypes only emphasizing the importance of primary and middle school education are not removed. Thus the government should make efforts to make recognized the importance of investment in early childhood education over the whole society as well as to looks for ways of increasing finance for the education.
