This paper presents an approach for modeling of the generation of a complexity set of more credible, generalized pseudo-accident scenarios required for operating consequence analysis programs effectively that are helpful in development and completion of emergency plans for petrochemical industries with various risks and hazards. In this approach firstly a set of essential components and elements (hereinafter referred to as "Components") involved in occurrence of an accident has been developed and identified through analysis of available data and informations on the actual accidents in petrochemical industries and further those Components identified are used to be combined each other to newly develop a diversity set of accident scenarios. Noteworthy this approach has classified and defined more detailed Components specific for a basic event of an accident, say, initial cause in the inner system or process and for advance of an accident as well, which are not yet considered in other scenario generation programs. And it is allowed that by putting priorities in both likelihood and consequence in terms of value-added index on each Component, and thus enabling each generated scenario to have its own risk values for both likelihood and consequence through simple calculations of those indices on the components involved in it, generated accident scenarios are easy to confirm and extract in accordance with risk ranking. The basic algorithm and flow chart developed in process of modeling of the scenario generation have also been provided for design and development of a computer-based software package.
