As my job deals with state-owned real estate, I've come to have a critical mind on land policy and state-owned real estate management in terms of protection of people's right of property and nationalized property management. I've started studing this subject for improvement. There are lands to be reserved in order to protect water, environment and cultural assets. I believe that we have to convert that plan so that lands to be sold or reserved only for maximizing value added in market economy system. This paper could pass over comprehensive legislation and plan because I would like to only point out some problems and improvement in terms of my own experience and viewpoint as operator dealing with nationalized property. I strongly insist that the research must continue to be done from the future-oriented point of view, which is for securing the people's right of property, and the development of lands in productive management.
