The purpose of this study was to examine the relationship of a merit- based pay system to teacher achievement motivation on the assumption that teachers'' perception of the merit-based pay system might affect their achievement motivation which might eventually determine the quality of education. If teachers don''t look at the merit-based pay system in a positive way, that system won''t have any significant impact on their performance.It''s specifically meant to make an experiment on the effects of teachers'' view of the merit-based system on their achievement motivation in an effort to let the merit-based system contribute to boosting their achievement motivation, securing professional teachers, preventing their defection and ultimately enhancing the quality of education.The hypotheses were formulated as follows:1. The background variables of teachers might make no differences to the way they perceive the operating conditions of the merit-based pay system.2. The background variables of teachers might make no differences to their achievement motivation.3. How teachers perceive the operating conditions of the merit-based system might exert a different influence on their achievement motivation.The subjects in this study were 290 teachers at 22 elementary schools that were selected from among 554 schools under the umbrella of 11 Offices of Education in Seoul, where 26,586 teachers worked. Two elementary schools each were selected from the Offices of Education. After a survey was conducted, the responses from 270 teachers were gathered, and 262 valid answer sheets were analyzed.The major findings of the study were as below:First, as for Hypothesis 1, the way the teachers looked at the operating condition of the merit-based system was significantly different according to every background variable except gender. In other words, that statistically significantly varied with their position, career, degree and membership of teacher organizations. As the current merit-based system was still largely swayed by seniority and career rather than ability, those who had a lower position, lower career and bachelor''s degree took a more dismal view of the operating conditions of the merit-based system than their counterparts who had a higher position, higher career and master''s degree or doctorate. By teacher organization, the members of Korea Teacher''s & Educational Worker''s Union and Korea Union of Teaching and Educational Workers who insisted on the abolishment of the merit-based system showed a more negative response than the others who were members of the Korea Federation of Teacher Association and didn''t join any organizations.Second, regarding Hypothesis 2, their gender and position made no significant differences to their achievement motivation, and that was significantly different according to their career, degree and membership of the teacher organizations. The teachers with higher career seemed to be better motivated since their long work experience allowed them to perform better, and those who took a master''s course or won a master''s degree seemed to be more driven because they chose to study more as part of efforts to not only enhance their job performance but pursue their self-realization. In regard to the teacher organizations, the members of Korea Teacher''s & Educational Worker''s Union and Korea union of Teaching and Educational Workers seemed to be less driven, as those bodies that called on the existing education system to seek perpetual change and improvement had them view the current system unfavorably.Third, concerning Hypothesis 3, there were various factors to affect their outlook on the operating conditions of the merit-based system, and what had the biggest impact on that was evaluation criteria objectivity and evaluator expertise, followed by teacher satisfaction with the merit- based system and teacher participation in it. As to the influence of those variables, teacher participation in that system impacted on their task orientation the most, and their challenging spirits were most affected by teacher satisfaction. Evaluator expertise exerted the greatest influence on their future orientation, and their confidence was most impacted by evaluation criteria objectivity.The above-mentioned findings suggested that in order to boost the morale and achievement motivation of teachers, it''s most imperative to guarantee the objectivity of evaluation criteria and the professional qualifications of evaluators. If the evaluation system is put on the right track by securing professional, qualified evaluators and objective criteria, teachers will have a higher opinion on the merit-based system, put confidence in performance evaluation and take more part in that system. And then the merit-based system will make a greater contribution to stirring up their achievement motivation.
