The recent trend in the rehabilitation social works are transforming from the rehabilitation focused on the individual to the social integrative model. The focus in the rehabilitation of the disabled is no longer limited in the individual, but it requires the service provision from various fields. The diagnosis and assessment business carried out in the nationwide welfare institutions is aiming at finding out the direction for this comprehensive rehabilitation for the disabled. This business is discriminated from the works of other institutions performing similar roles, such as hospitals and schools. The purpose of the present study is to consider how International Classification of Functioning, Disability and Health (ICF), which is a new disability classification system pronounced by the World Health Organization (WHO), is applied in Korea. The subjects were the directors of counseling and guidance in the 56 welfare institutions for the handicapped. 56 out of a total of 82 institutions nationwide participated in the survey. The study investigated the degree of ICF application, and then examined the differences in the results dependent on the types and regions of the institution and the director's awareness of the ICF. In the analysis of data, the SPSS program was used, and then x^(2)-test was carried out to confirm the significance in each group. The result of the study can be summarized as follows: 1. Most of the institutions seem to assess the handicapped people on the items of communication and self-protection. On the contrary, the rate of assessment is relatively lower on the items related with their home and community life. Among the question items related with home life, the assessment is not sufficiently conducted on the difficulties in preparing the meals and taking care of others. Among those related with community life, the difficulties in having religious activities are not fully assessed. 2. In the environmental elements, the difficulties in both natural and artificial environments are not assessed sufficiently. In the items concerning the environmental elements, the difficulties or the helpful things are not being fully assessed in relation to the relationships with the people engaged in any purchase situation or the provision of medical and legal services. 3. Although the brief health information is not one of the scales of ICF, the author uses it as assessment items since it is included in the checklist. Because these items are related with general health conditions, the institutions seem to carry out basic assessment regarding these items. 4. Considered based on the types of the institutions, comprehensive welfare centers seem to be more strict in the assessments of the difficulties in the personal arrangements (E26) and putting on clothes (E27), the items related with self-protection. Also, there seem to be significant differences in the assessment of the difficulties in the basic economic activities (H43), the item related with the important domain of livelihood, and the difficulties regarding social security services (E73), the item related with various social services. 5. Considered based on the locations of the institutions, there seems to be no significant difference in the tendency of assessment dependent on this criterion. 6. There is a significant difference dependent on the director's awareness of ICF in the following items the difficulties experienced in the public relations (G37), the item related with interpersonal relationships; those experienced in the course of community life (I45), the item related with community life, those experienced in buying things and drugs (A48) and using equipments (A49), the items related with convenience facilities, and; those related with the formation of family relationships (C56) and with the relationships with doctors or health professionals (C61, C62), the items related with social relationships. In summary of the above findings, most of the welfare centers in Korea use the items of ICF when they conduct a social diagnosis. But, the assessment of the environmental elements seems to be relatively insufficient.
