This study was designed to determine efficient plans for the reunion of dispersed family members living in South Korea and North Korea. The dispersed family members separated by the partition of the Korean peninsula have serious psychological anguish because they can neither confirm their living and dying nor meet each other. In this view, the reunion of the dispersed family members separately existing in South Korea and North Korea is one of the subjects that not only two governments but also the international society should be concerned about. While many countries were divided due to their different aspects and systems in the world, it is quite phenomenal to find the countries like South Korea and North Korea that are antagonistic and competitive in systems and even prohibit the dispersed family members from meeting each other. The fact that those family member shave been severed as the missing persons for more than a half century gives them severe distress. Since the partition of the Korean peninsula, quite few dispersed family members could hold their first reunion in 1985. Then, the dispersed families had 9 times of public meetings until now from the first reunion of dispersed family members on August 15, 2000. Although the dispersed family members could have the reunion followed by the summit talk and its joint manifesto on June 15, 2000, only approximately 100 dispersed family members could see each other at a time, which is not satisfactory for 10 millions of dispersed people requesting the reunion. Currently, the reunion of the dispersed family members has been generally progressed mainly for the first generation of them. However, most people of the first generation have been already dead or are too old to meet their dispersed family members after a 'long time if the reunion is not available soon, which is going to shrink the significance of the reunion plan. From this point of view, this study has been progressed to investigate more efficient plans for the reunion of dispersed family members. Therefore, to solve the problems in the reunion of many dispersed people of South and North Koreas should necessarily include various systemic devices by mutual agreement between two governments. The present study comprised the following: Chapter I to investigate the purpose, field, methods and limitations of this study Chapter II to theoretically examine the concept, actual status, righteousness and foreign cases of the reunion of dispersed family members Chapter III to conduct the development of the reunion of dispersed family members led by two governments, the Korean National Red Cross society (KNRC), international society and other civilians and Chapter IV to suggest the impedimentary factors and efficient plans in the reunion of dispersed family members. The impedimentary factors are as follows: (1) two governments that do not recognize each legal system but just prescribe the legislative regulations of the nation in each own system without concerning about other people in the other system (2) family register and inheritance and (3) personal security and reunion cost. The efficient plans for the reunion of dispersed family members are suggested as follows: (1) communication through the confirmation of the missing persons and their addresses, establishment and expansion of the meeting places, allowance of hometown visit and small-sized remittance support to the North, and consolidation of laws and ordinances for supporting the exchanges between dispersed family members according to the institutionalization of the reunion · bf dispersed family members (2) reinforcement of civilian cooperating system; (3) utilization of international help and assistance; and (4) cooperation of North Korea.
