Because Korea's landscape is about 70% mountain, in order for today's rapid industrial development the construction of roads, railways, building sites etc, ground composed of base rock is often being stolen. In this process, excavation sites have grown in number and in scale. Current domestic laws deciding the degree of removal of base rock do not take into consideration engineering factors such as the direction of a discontinuities or roughness, and mainly set the degree based on the division into types based on Unconfined Compressive Strength. This kind of design is considered to be not very stable, and as a result the stolen side often collapses and causes problems financially and loss of human life. Thus, for a stable design to ensue, the engineering aspects of the base rock such as physical properties and discontinuity must be taken into consideration, and rational maintenance and management systems must be implemented. Existing rock-mass interpretation methods take into consideration only the direction of the discontinuities, while ignoring the position, joint, extension or roughness, resulting it designs that are not adequate for the real characteri- stics of the discontinuities. In order to overcome the limits of these interpretation methods, Measure- ment and analysis of data using 3D Laser Scanner is required. This study uses the 3D Laser Scanner to interpret the rock-mass of the ooo Dam's lower extension, taking into consideration the development, extension, roughness etc of the discontinuities. The area for analysis using 3D Laser Scanner was a 50m high, 120m long section of base rock, and a length of about 100m was divided into four sections and measured every 20 mm, resulting the acquirement of about one million 3D coordinate points. This data was visualized in 3D and enabled the analysis of the discontinuities roughness and continuity, dip, dip direction and comparison with scanline in order to ensure accuracy. The 3D Laser Scanner is useful in obtaining trustworthy joint data and allows various analysis based on accurate and speedy data while supplementing existing joint estimating weaknesses. Regarding the limits of gross field surveys, accessability and lack of objectiveness, the quantitative evaluation and concentrated interpretation of discontinuities study can aid in preventing mid-long term damage from cut-slope.
