The purpose of this study is to look into and to analyze Korean development NGO's activities to solve problems related to poverty in the Third World from the viewpoint of social welfare studies and to work on its revitalization plan. The study is meaningful since it provides not only practical information about activities of development NGO to solve the problems in the Third World, but also the ground for international social work.
In order to accomplish this purpose, I have examined the activities of development NGOs with Parson’s four functional matrix in the perspective of the social systems theory, mainly by quantitative research, and complemently by qualitative research. The subject of this study is Korean development NGOs. Among 52 NOGs, registered at KOICA and KCOC, I selected 40 bodies, which are related to its theme. 36 bodies, 52 staffs were included in the analysis among total 40. The sample was analyzed by Reliability Analysis, Descriptive Statistics, Spearman's Correlation, Mann-Whitney's U test, Kruskal-Wallis's H test.
According to the analysis of research findings, first, the lack of administrative tools and its poor systemization appeared as the problems. Their Financial problems are lack of variety of donators, staff, and managing committee, and too much competition among them. The result of quantitative study is that they have difficulty in finances due to the lack of management system.
Second, Korean Development NGOs show various activities in medical services, education, social welfare, aid and development business. However, they have few activities for advocacy.
Third, 56.9% of the respondent gave positive answers about professionality of the business ability. It shows that it is necessary to have social welfare education for program development and evaluation, policy, law, research method, administration, local society welfare. Besides, the lack of budget, overwork and the lack of human resource development programs are revealed as the obtacles for human resource development.
Forth, information exchanges and cooperation, organization’s goals, study for specialization and NGO's close union are seen as the most important things that should be considered in terms of mutual exchanges with other systems. As the result of qualitative research, their partnership in the role distribution is seen to be weak among the government bodies and civil organizations for solving poverty problems.
The revitalization plans are as the followings.
First, KOICA or KCOC should develop administrative tools such as accounting programs, research systems, human resource management programs and evaluation programs so that it would support the administrative system. It also needs to raise the amount of tax deduction for overseas aids.
Second, for the purpose of improving the effect of business, it is necessary to apply the principle of concentration and selection. It is desirable for KOICA to induce to specialize the field of aids and nations when supporting ODA fund.
Third, it is necessary to foster specialists at educational institutes. It also needs to dispatch and to work on post management the prepared volunteer service teams overseas, to construct international development center, to expand the administrative costs including labor costs, and to have regular training courses of ODA.
Forth, companies, governments, and civil societies should have partnership from cooperative relationship, not from master-servant relation. It is also necessary to have the faire role distribution between governmental bodies and civil organizations, fostering local civil bodies and having systems for fairness of public organizations related to financial support.
I'd like to suggest the followings for further studies.
First, detailed studies such as program development, administrative research measurement scales development and so on should be followed.
Second, it is necessary to look into many variables about development NGO's activities more intensively.
Third, we should find ·practical model of international social work, which is fit for the situation of the Third World and fit for the nature of Korean culture.
