Humans have faced continuous natural and artificial disasters and adapted or overcame those circumstances. Recently, by typhoons and heavy rain due to weather changes, forecasting and dealing with these natural disasters has become a big problem killing many lives, losing property, and damaging important cultural heritage. This research is to study and analyze our country's management of disasters, the present condition of cultural heritages bases on the examples of temples, and Japan's current prevention in cultural heritages. As a result, my purpose of this research is to propose how to improve the cultural heritage disaster management system(CHDM system) and the temple fire prevention system. And I hope this article will give help in preventing the lose of cultural heritages by disasters and fire. As a improvement of the CHDM system, the government first understood the importance of this matter and unified the CHDM system. So, the cultural heritage administration(CHA) has to also recognized this matter and unify the CHDM system. Secondly, our cultural heritages has to be protected more heavily, but the system to prevent and prepare for these disasters is not enough. So, there needs to be new regulations in the cultural properties law understanding the these heritages because they are completely different from other structures. Third, the CHDM system is carried out in a form of post - disaster management system of restoration, rather than pre -disaster management system of preparation / prevention of such disaster. Therefore to minimize the damage of cultural heritages, there needs to be a preliminary inspection to prepare for wind and rain demage, safety check, education, training, and public relations. Fourthly, disasters are not completely removed even though it is prepared and checked, so it is important to deal with the matter when it happens. Therefore to return to the former condition, it is important to build a systematic disaster encounter system and make regulation in cultural heritage restoration. To improve the anti-fire system of temples, there are no regulations about fire preparation in the cultural properties protection law. So it is important to make new laws about fire lose to minimize cultural property lose. Secondly, as the temples are mostly made in wood, the structure will be totally burnt down by fire. So it is important to remove the original factor. But, it is impossible to do so. So there needs to be automatic fire alarms and fire systems to prevent fire loses. Therefore to prevent fire loses, automatic fire alarm systems and placing fire extinguishers are in need. Third, as the need for air conditioning and heating, temples accomodate electric machines and light, this became the main reason of temple fire. Therefore to prevent the lose from electric failure, new regulations and equipped electric facilities has to be made. Fourthly, if the mountain fire spreads to temples where there are many cultural heritages, it can't be extinguished by fire extinguishers. So, to protect our cultural assets from big mountain fires, making fire breaking lines and evaporation systems, and co-operating with other agencies to prevent big mountain fire lose. Lastly, to prevent early loses by fire, regular checking and managing has to be done and others should know how to do so. To do this, a supervisor has to be selected and fire education has to be done. Therefore, eliminating original causes, selecting a supervisor, organizing fire protection formations, training fire alarm drills, and education is necessary to prevent temple fire loses.
