本 論文의 연구목적은 일본이 일으킨 태평양전쟁 등 주요 전쟁에서 일본군의 전쟁지도 측면을 분석하여 일본군의 후신으로 부활하여 일본 방위력의 주축을 이루고 있는 자위대의 뿌리를 탐색하여 향후 자위대의 군사사상과 전쟁지도 측면을 분석할 수 있는 바탕을 제시하는데 있다. 이를 해결하기 위하여 아래와 같은 문제를 제기하여 연구 대상으로 삼았다.
첫째, 전쟁지도의 개념과 특성 등에 대하여 고찰하여 일반적으로 전쟁지도를 위한 제반 원칙적인 사항들은 무엇인가? 둘째, 일본군의 용병사상이 전쟁지도에 미친 영향을 분석하기 위하여 일본군 용병사상의 특징은 무엇인가? 셋째, 일본군 용병사상이 태평양전쟁 등의 전쟁지도 측면에서 어떠한 영향을 미치게 되었는가?
本 논문은 이러한 문제를 해결하기 위하여 각종 단행본, 보고서, 간행물 등 문헌연구를 통한 기술적 접근방법을 선택하였고 총 4개 章 으로 구성되었다. 各 章別 구성은 제 1章에서는 연구의 目的과 문제의 제기, 연구를 위한 假定과 범위, 방법, 논문의 구성 등을 다룬 序論을, 제 2章에서는 전쟁지도에 대한 理論的 고찰로서 전쟁지도의 주요 기능과 특성을 고찰하고 일본군의 전쟁지도 측면을 분석하기 위하여 전략과 조직에 대한 선행연구와 일본군의 용병사상이 전쟁지도에 미친 影響을 분석하기 위하여 일본군의 용병사상을 고대시대부터 太平洋戰爭 終結期까지 정리하여 당시 日本軍 用兵思想의 특징을 도출하고 이러한 특징을 가진 일본군 용병사상이 太平洋戰爭에서 일본군 전쟁지도자들의 전쟁지도 방식에 미친 영향 요인을 도출하였고 이를 토대로 분석의 틀을 제시하였다. 제 3章에서는 일본군이 수행한 태평양 전쟁을「전략운용」,「조직운용」측면에서 전쟁사례를 제시하면서 전쟁지도상의 문제점 등을 제시하면서 분석하였고 제 4章에서는 이상의 연구결과에 대한 요약과 本 논문이 주는 含意 등을 포함시켜 결론을 맺었다.
본 논문의 내용을 요약하면 다음과 같다. 전쟁을 수행하기 위해서 효과적인 전쟁지도는 필수적일 것인데, 이러한 전쟁지도는 일본, 미국 등 다양한 의견이 있으나 대체로 정리하면 「戰․平時를 막론하고 국가목표를 달성하기 위하여 한 국가의 정치, 경제, 심리 등 국가의 모든 힘을 활용하고 발전시키는 術이며 科學」인 국가전략의 전시판으로, 요컨대 전쟁을 계획하고 지도하는 술책이 바로 전쟁지도라고 정의하고, 전쟁지도의 영향요인을 분석하기 위하여 먼저 전략과 조직에 대하여 먼저 개념을 정리하고 전쟁지도에 필요한 일반적인 이론연구를 하였다.
本 論文은 경직되고 변화되는 환경에 적응하지 못하는 군사조직은 전쟁에 필히 패망하고 이러한 패망을 초래하는 근본 뿌리는 용병사상에 있는데 문제는 바로 국가의 명운을 결정하는 전쟁에서 전쟁지도자들이 부분적인 전쟁승리에 도취되어 자신들의 용병사상이 최고이고 절대불변의 진리라고 고집하며, 敵은 변화하여 대항해 오는데 자신은 전혀 변함없이 전통적인 용병사상이 절대불변의 진리라고 완고히 고집하여 패망에 이르는 순간까지도 이러한 그릇된 용병사상을 인정하지 못했던 일본군의 전쟁지도 방식을 고찰하였다.
일본군의 용병사상은 중국문화권의 佛․儒․道를 바탕으로 일본에 맞게 변화시켜 왔으며, 그 근본은 武經七書, 孫․吳子병법에 뿌리를 두고 발전해 왔다. 일본은 명치시대(1926-1945년)에 들어서 육군은 프랑스식, 해군은 영국식을 채택하는 등 개혁을 추진하게 되지만, 이러한 개혁에도 불구하고 일본 고유의 전통적인 용병 사상이 저변에 깔려, 軍制, 制度 등 形而下學的인 것은 서구로부터 배우지만, 形而上學的인 軍人精神, 魂 등의 면에서는 일본 고유의 독특한 武士道 정신이 강조되었다. 이러한 흐름으로 일본군의 용병사상은 서구의 사상과 접목하여 발전하였으나, 서구의 용병사상에 비해 내용면에서 뿌리가 깊지 못하며 합리적이고 이론적인 고찰은 缺하고 精神力을 중심으로 하는 無形戰力에 치중하는 결과를 초래하게 되고, 이러한 용병사상은 이후 太平洋戰爭을 지도하는 전쟁지도자들의 사상적 근간을 이루어 결국 국가적 패망의 근본 원인이 된 것이다.
이러한 용병사상을 근간으로 太平洋戰爭을 시작한 日本軍은 開戰初 진주만 기습 등 동남아 戰域에서 일부 부분적 승리를 제외하고 미드웨이, 과달카날, 임팔, 레이테, 오키나와 등 美日간 주요전쟁에서 일본군이 모두 패배하였다. 각각의 전투는 시간과 공간을 달리할 뿐만 아니라 병력, 군비, 보급 상황도 상이하다. 당연히 상대측의 상황도 각각 상이하고, 彼我 작전전개능력의 차이에도 커다란 변화가 있었다. 이는 각각의 전투가 각각 다른 상황에서 이루어졌고, 각 전투에서 실패한 원인도 각각 상이한 전투상황에 기인할지도 모른다. 그러나 동시에 각각의 작전은 개별적으로 독립해서 발생한 것이 아니고, 일본군이라고 하는 軍事조직에 의해 戰略이 수립되고, 그 組織을 통하여 실시된 것임은 부정할 수 없는 사실이다. 또한 하나하나의 작전이 太平洋戰爭에서의 패전, 무조건 항복이라고 하는 결정적인 결과에 연결되는 중대한 포인트이기도 하다. 게다가 하나의 실패가 다음 실패에 연결되고, 다시 그 다음 실패에 직접적, 간접적으로 연결되고 있다. 도대체 일본군 전쟁지도자들은 왜 이러한 실패를 계속하였을까? 일본군의 전략과 조직 측면의 戰爭지도는 어디에 문제가 있었던 것일까? 거기에는 어떠한 공통적인 특성이 존재하고 있는 것일까? 本 논문은 이에 대한 해답을 탐색한 결과 다음과 같은 결론에 도달하였다. “즉 일본군 전쟁지도자들은 잘못된 用兵思想을 바탕으로 전쟁지도를 하였다. 잘못된 용병사상에서는 잘못된 전략과 조직운용이 이루어 질 수밖에 없었다. 또한 잘못된 용병사상은 戰爭指導時 변화되는 상황과 환경에 적응하고 변화하려는 의지 또한 말살시켜 버리는 결과를 초래하였다. 즉 용병사상이 결국 국가의 운명을 좌우하는 戰爭指導에 사상적 바탕이 되고 이러한 바탕은 戰爭지도시 국가전략과 전쟁수행을 위한 총력전을 위한 조직운영에 치명적인 결과 즉, 패망을 招來한다”는 점이다.
일본은 현재 북한 核실험 등을 계기로 右傾化, 軍事大國化로 향하고 있고, 심지어 일본 自民黨 등 일부 右翼세력들은 핵무장 필요성을 공공연하게 주장하는 현실에 되어 버렸다. 현재 아베 총리 등 일본 지도자들은 憲法改正, 보통국가를 위한 정상적인 군대보유, 군사력 확충 등을 노골적으로 주장하고, 이를 정책적으로 리드해 가고 있다. 우리는 일본을 가깝고도 먼 나라라고 부른다. 이는 과거 일본의 침략에 대한 피해의식과 일본에 대한 깊은 불신이 작용하고 있기 때문이라 할 수 있을 것이다.
이러한 측면에서 本 論文은 현재 일본 自衛隊의 前身인 日本軍의 用兵思想의 근본을 탐색하고 그들의 用兵사상을 근간으로 수행한 太平洋戰爭에서 전쟁지도 측면을 조명해 봄으로써 일본의 현재와 미래의 自衛隊 또는 새로이 탄생할 수도 있는 일본군의 용병사상과 전쟁지도 방식을 이해하고 전망하는데 그 뿌리를 제공할 수 있을 것이며 南北과 여전히 대치하고 있는 우리의 전쟁지도 방식에도 示唆하는 바가 크다고 생각한다.

The purpose of this research is to analyze how Japanese military led the war during major conflicts such as the Pacific War, to explore the roots of the current Japanese self-defense forces, a successor of the Japanese military and an integral part of Japanese defense today, and to provide some foundations upon which to analyze the self-defense forces’military ideology and method of leading the war in the future. In order to fulfill the above objectives, this paper poses the following questions as the basis of research.
First, what are the fundamental factors in leading the war when one considers its concept? Second, what are the distinctive qualities of Japan’s military strategy and its influence on leading the war? Third, what influence did Japan’s military strategy have on leading the Pacific War?
In order to answer these questions, this paper employs a descriptive approach based on the research of various literatures such as books, reports, and publications, and consists of four chapters. The first chapter is an introduction that discusses the purpose of this research, poses relevant questions, and discusses the hypotheses, scope, methodology, and structure of this paper, while the second chapter contemplates main functions and attributes of leading the war and discusses factors that may influence the method of leading the war through theoretical analysis of major tasks that war leaders should consider and carry out just before and during the war. In order to analyze the influence that Japan’s military strategy had when leading the war, the third chapter explores the distinctive qualities of Japanese military strategy from the ancient period to the end of the Pacific War, and analyzes the influence of such military strategy on the method of leading the Pacific War by presenting major case studies in terms of "strategy management" and "organization management." The fourth chapter summarizes the conclusion of this research and presents some implications of this paper.
The summary of the main points of this paper is as followed. The effective war morale is one of the fundamental factors in executing a war, and with consideration on the various opinions on war morale in many countries including Japan and the United States the main points of war morale would be ‘the methodology and science that develops and utilizes the total power of a state including politics, economics, and psychology to realize the objective of that state, in wartime and peacetime.’In other words, war morale would be an exhibition of the national strategy that could be defined as a sum of war plans. Although the effective factors of war morale would be of a variety, in this paper the explanation has been restricted to the general concept, which includes a philosophical inquiry on such factors as from decision to initiate a war in the time of tension to hegemony ensuring measure, and as from military strategy during war executing period to diplomatic efforts during the time of war. This aimed to a purpose of analyzing the effects of strategies in the Japanese army on war morale in terms of strategy and managing the organization and of presenting a general principle.
This paper claims that an inflexible military organization that does not adapt to a new environment is deemed to be defeated in a war, and on the basic root of this defeat there is a military strategy. The problem is that while the enemies adapt themselves to the changed environment and develop their strategies, the leaders fall into the narcism from the partial victory and insists that their traditional military strategy is the unchanging truth even in the wars that could change the course of whole nation. Here, we have inquired into the war morale of Japan, who could not withdraw the belief on their own traditional strategy even until they were defeated in the war.
The military strategy of Japanese army has been developed from the traditional philosophy of Buddhism, Confucianism, and Taoism from China modified into the local characteristics of Japan, and it has its root on traditional military strategies such as Seven Books on Military Strategy (Mu-Kyung-Chil-Su) and the Art of War. Although Japan promoted some reformations since Meiji era (1926-1945) including adopting management skills of French army and British navy, still on the base of Japanese leaders mentality were the unique traditional military strategies of Japan. Thus, although they learned physical sciences including military strategies and organizational systems from western courtiers, the metaphysical philosophies such as morale of soldiers or their souls have been focused on the unique traditional knighthood of Japan. As it is shown above, although the military strategy of Japanese army had been developing with connection to the western teachings, its root was not as deep as that of Western countries. It resulted into a distorted military strategy biased on military strength centered on the mental power rather than rational and theoretical inquiry. And this worked as a basic cause of their defeat when the military leaders put those irrational mentalities to their strategies in the Pacific War.
Based on its "military strategy," the Japanese military waged the Pacific War except for partial victories in the Pearl Harbor and Southeast Asia during the early stage of the war, however, Japan ended up losing all the key battles against the United States in Midway, Guadalcanal, Imphal, Leyte Gulf, and Okinawa. Each battle was disparate not only in terms of time and space, but in terms of manpower, armaments, and supply situation as well. Obviously, both sides’ conditions and capabilities to conduct operations against the enemies were significantly different in each battle. It may be implied, therefore, that each battle took place under different circumstances, and that the failure in each battle could be attributed to disparate battlefield situations. Nevertheless, it is also undeniable that each Japanese operation was not planned independently, but was an outcome of a strategy formulated by and through the Japanese military organization. In addition, each operation had an important link to the decisive outcome of the Pacific War, with Japan’s eventual defeat and unconditional surrender. Moreover, one failure led to the next, which in turn was connected either directly or indirectly to the next. Why did the Japanese military leaders repeat failure after failure? What were the problems in strategy and organization shown in each operation? What were the common elements in such problems? In other words, the Japanese military leaders failed to lead the war in the strategy and organization management aspects, based on its erroneous military strategy. And such erroneous military strategy generated a lack of willingness to adapt to changing situations and environments throughout the war. It, therefore, should be emphasized that military strategy became the ideological underpinnings in leading the war, leading to disastrous consequences in organization management for carrying out an all-out war—and eventual defeat.
Japan is currently heading toward extreme right-wing ideology and militarism in the aftermath of North Korea’s nuclear test, and some right-wing groups such as the Liberal Democratic Party are publicly calling for nuclear armaments. Japanese leaders, including the current Prime Minister Abe, are openly advocating a constitutional revision, possession of regular troops, and increased military armaments. We call Japan a close yet distant neighbor. This reflects our sense of victimization and deep-rooted distrust toward Japan’s past aggressions.
In this respect, by exploring the military strategy of the Japanese military (a predecessor of current self-defense forces) and shedding light on how Japan led the Pacific War grounded upon such military strategy, this paper seeks to understand and forecast Japan’s present and future military strategy and method of leading the war, while providing some implications for our own method of leading the war.

The purpose of this research is to analyze how Japanese military led the war during major conflicts such as the Pacific War, to explore the roots of the current Japanese self-defense forces, a successor of the Japanese military and an integral part of Japanese defense today, and to provide some foundations upon which to analyze the self-defense forces’military ideology and method of leading the war in the future. In order to fulfill the above objectives, this paper poses the following questions as the basis of research.
First, what are the fundamental factors in leading the war when one considers its concept? Second, what are the distinctive qualities of Japan’s military strategy and its influence on leading the war? Third, what influence did Japan’s military strategy have on leading the Pacific War?
In order to answer these questions, this paper employs a descriptive approach based on the research of various literatures such as books, reports, and publications, and consists of four chapters. The first chapter is an introduction that discusses the purpose of this research, poses relevant questions, and discusses the hypotheses, scope, methodology, and structure of this paper, while the second chapter contemplates main functions and attributes of leading the war and discusses factors that may influence the method of leading the war through theoretical analysis of major tasks that war leaders should consider and carry out just before and during the war. In order to analyze the influence that Japan’s military strategy had when leading the war, the third chapter explores the distinctive qualities of Japanese military strategy from the ancient period to the end of the Pacific War, and analyzes the influence of such military strategy on the method of leading the Pacific War by presenting major case studies in terms of "strategy management" and "organization management." The fourth chapter summarizes the conclusion of this research and presents some implications of this paper.

The effective war morale is one of the fundamental factors in executing a war, and with consideration on the various opinions on war morale in many countries including Japan and the United States the main points of war morale would be ‘the methodology and science that develops and utilizes the total power of a state including politics, economics, and psychology to realize the objective of that state, in wartime and peacetime.’In other words, war morale would be an exhibition of the national strategy that could be defined as a sum of war plans. Although the effective factors of war morale would be of a variety, in this paper the explanation has been restricted to the general concept, which includes a philosophical inquiry on such factors as from decision to initiate a war in the time of tension to hegemony ensuring measure, and as from military strategy during war executing period to diplomatic efforts during the time of war. This aimed to a purpose of analyzing the effects of strategies in the Japanese army on war morale in terms of strategy and managing the organization and of presenting a general principle.
This paper claims that an inflexible military organization that does not adapt to a new environment is deemed to be defeated in a war, and on the basic root of this defeat there is a military strategy. The military strategy of Japanese army has been developed from the traditional philosophy of Buddhism, Confucianism, and Taoism from China modified into the local characteristics of Japan, and it has its root on traditional military strategies such as Seven Books on Military Strategy (Mu-Kyung-Chil-Su) and the Art of War. Although Japan promoted some reformations since Meiji era (1926-1945) including adopting management skills of French army and British navy, still on the base of Japanese leaders mentality were the unique traditional military strategies of Japan. Each battle was disparate not only in terms of time and space, but in terms of manpower, armaments, and supply situation as well. Obviously, both sides’ conditions and capabilities to conduct operations against the enemies were significantly different in each battle. It may be implied, therefore, that each battle took place under different circumstances, and that the failure in each battle could be attributed to disparate battlefield situations. Nevertheless, it is also undeniable that each Japanese operation was not planned independently, but was an outcome of a strategy formulated by and through the Japanese military organization. In addition, each operation had an important link to the decisive outcome of the Pacific War, with Japan’s eventual defeat and unconditional surrender. Moreover, one failure led to the next, which in turn was connected either directly or indirectly to the next. Why did the Japanese military leaders repeat failure after failure? What were the problems in strategy and organization shown in each operation? What were the common elements in such problems? In other words, the Japanese military leaders failed to lead the war in the strategy and organization management aspects, based on its erroneous military strategy. And such erroneous military strategy generated a lack of willingness to adapt to changing situations and environments throughout the war. It, therefore, should be emphasized that military strategy became the ideological underpinnings in leading the war, leading to disastrous consequences in organization management for carrying out an all-out war—and eventual defeat.
Japan is currently heading toward extreme right-wing ideology and militarism in the aftermath of North Korea’s nuclear test, and some right-wing groups such as the Liberal Democratic Party are publicly calling for nuclear armaments. Japanese leaders, including the current Prime Minister Abe, are openly advocating a constitutional revision, possession of regular troops, and increased military armaments. We call Japan a close yet distant neighbor. This reflects our sense of victimization and deep-rooted distrust toward Japan’s past aggressions.
In this respect, by exploring the military strategy of the Japanese military (a predecessor of current self-defense forces) and shedding light on how Japan led the Pacific War grounded upon such military strategy, this paper seeks to understand and forecast Japan’s present and future military strategy and method of leading the war, while providing some implications for our own method of leading the war.
