The purpose of this paper is as follows The history of the world has been one of constant conflict and struggle. The collapse of the Cold War order decreased the possibility of a large scale, intercontinental war between two superpowers. Yet, confrontations over race, religion, natural resources, and territorial ambitions have led to an increase in the possibility of smaller, localized wars. The UN consequently established Peace Keeping Operations(PKO) to resolve conflicts as part of their effort to maintain peace worldwide. PKO''s have been organized 76 times since the establishment of the UN in 1945. 60 missions have been completed so far. Unlike disputes in the past, altercations nowadays are characterized by increasing grades of complexity. Unfortunately, the numbers of disputes are also multiplying at an astonishing rate. Under these increasingly difficult circumstances, a better, more economical (both in terms of budgets, and manpower) peace-keeping alternative to PKO''s in these regions of dispute is yet to be found. Korea earned membership into the UN 1991, and, on the request of the UN, began peace keeping operations by deploying an engineer unit (SangRokSoo Unit) to Somalia, Since then, Korea has established PKO''s in 5 countries so far. Currently, Korea is committed to two regions. For it''s efforts, Korea has earned a favorable response from the international community. As a non-permanent member of the UN Security Council, and considering the situation surrounding the Korean peninsula (ie the possibility of armed confrontation with North Korea), Korea should consistently participate in PKO''s. The benefits of this program are two-fold. Apart from expanding her influence in the world community, participation in PKO''s also allows Korea, in times of emergency, to make a legitimate claim for support from the world community. Korea has only a 13-year-history of involvement in PKO''s, however, and consequently needs to address, and improve, a number of different areas. Some of these include: a lack of definite and consistent PKO related policy and regulation; demand for better international cooperative measures; the participation in the standing UN Force on request of the UN; and need for installation and reinforcement of various support organizations. The purpose of this paper is to discover and evaluate Korea''s policies and activities, make resolutions to confront challenges, and propose an appropriate direction for Korea''s involvement in the PKO program. This paper is written in following order. The Purpose, extent and method are introduced in chapter 1. Chapter 2 introduces the basic theory of PKO''s and the relationship between peacemaking and PKO''s, including concepts such as principles, characteristics, and patterns. In addition, the transition, Limitations and future prospects of PKO''s discussed. Chapter 3 analyzes the policies and operations of major PKO participants such as the US and Canada, Chapter 4 looks into the history of Korea''s involvement (including the background, results of operations, and areas in which there is room for improvement) Chapter 5 suggests PKO policy in association with international cooperation, regulations, and system reinforcement. Chapter 6 puts together the results of this paper and conclude the study. The summary of direction for Korea''s PKO policy is as follows Korea has a responsibility to continue participation in PKO''s to both advance peace in the world community, and promote Korean national interests. Korea''s role must, of course, be appropriate to her competence as a non-permanent member of the Security Council. For more successful deployment of PKO''s the following Suggestions should be given a serious examination. Firstly, in order to strengthen international cooperation, PKO activity should be expanded in recognition of Korea/US security collaboration. Korea should support organizing the Asia-Pacific PKO collaborative convention to promote military exchanges, PKO discussions, education, training, as well as maximize security interests among interrelated nations in the region. In addition, Korea''s legislation should support PKO related laws in the interests of efficient administration and create more effective department under the Ministry of Defense and Joint Staff responsible for the entire management of PKO programs, In order to increase PKO''s effectiveness, Korea should confer to the UN''s intention of forming a standing UN force, employ PKO specialists, and establish systematic training and education for PKO related operations. In Conclusion A country cannot survive on its own. Mutual trust is indispensable for coexistence. Coming to the assistance of a friendly country in peril is the least one can expect form a member of the world community. therefore, this author believes that participation in PKO''s provides the best alternative for maintaining global peace and solving regional disputes for the least expense. I''d like to conclude this paper hoping that the Ministry of Defense will lead both the efforts of the government, and of the academic community, to actively pursue improvement and progress in PKO missions.
