We suggested through this thesis how to use an elevator and stairs for evacuation in a high-rise building, on the assumption that the elevator is securely made against accidents, and tried to proof the efficiency of evacuation according to the operating method of elevator, through the numerical comparison of simulation evacuation hours with the each operating plans for two actual high-rise buildings. The basic types of elevator operating plans of this thesis are shown as below. First, when fire break out, conduct the evacuation starting from the floor that a fire has broke out through to the third floors, and then evacuate to the evacuation floor step by step through the evacuation stairs. Second, the evacuating residents of the fire occurred floor and ±two floors of the fire occurred floor evacuate letting the residents of the fire occurred floor get out first through the evacuation stairs. Third, the residents of the three floors above the fire occurred floor evacuate through down three below floors from the fire occurred floor by elevators. The arranged results shows that as it is quite hard for the residents in a high-rise building to escape simultaneously within the safe hours of evacuation, the plan of shortening evacuating hours through the elevator operating plan is required. Consequently, an establishment of a suitable standard for presently appearing high-rise buildings, and a systematic process which would exceptionally accept the elevator using evacuating on the basis of the finding of the performance based design are needed. But, the elevator for evacuation should be planned and made safely from the planning stage of a building, and a proper maintenance standing on a usual overall operating plan is needed for the time when a fire occurs. Besides, a repeating instruction and training for the residents are necessary for their safety of evacuation by elevators when an emergency occurs
