According to the statistics of domestic electrical fires since 1950, electrical fires continuously increased to over 30,000 in 1998.
During the last 10 years, electrical fires have accounted for more than 30 percent of total fires. From 2000 through 2005, these fires resulted in a yearly average of 63 deaths, 355 injures, and about 530 billion won in property loss. However, prevention of electrical fire was mainly focused on education and public information and no technical development was made.
According to recent information, 80 percent or more of electrical fires were found to be caused by arcs and fires caused by arcs could not be prevented by bi-metal trip devices or conventional circuit breakers employing instantaneous trip devices tripped by magnetic operation. A special device, the Arc-Fault Circuit Interrupter(AFCI), is required to detect and cut off arcs for prevention of electrical fires.
The AFCI was designed as a protective device for prevention of residential electrical fires in the 1990's in the U.S.A and mandated by the National Electrical Code(NEC) in 1999. At the beginning of the introduction, the device was limitedly employed in the branch circuits to bed rooms since electrical fires frequently occurred in bed rooms. It will be mandatorily employed in all residential circuits from 2008.
Based on the above, for the introduction of AFCIs for domestic use, the following four subjects are dealt with in this study.
First, by considering international and domestic trends of AFCIs, the domestic introduction of AFCIs will be determined.
Second, by reviewing the operational characteristics of AFCIs and conventional circuit breakers, the technical reasoning for the introduction of AFCIs is examined.
Third, by comparing and analyzing the UL 1699, Arc-Fault Circuit-Interrupters, and the standard for the Arc-sensor of Korean Fire Equipment Inspection Corportation(KFI), problems will be identified and solutions suggested.
Fourth, the economical feasibility and effectiveness of the introduction of AFCIs will be analyzed using Cost-Benefit analysis.
Especially, regarding the economical feasibility, the analysis of economic benefits from the introduction of AFCIs to prevent residential fires is accomplished by calculating the annual cost reduction occurred by the reduction of deaths, injures, and property loss caused by residential electrical fires and comparing the cost reduction with the initial cost and maintenance of AFCIs.
