The impalpable powder of blast furnace slag being produced in Korea needs more specific functions to be added in order to pace up with the increase of large-sized projects; moreover, it has lower hydrating exothermic rate than typical Portland cement and has advantages of improved alkali aggregate reaction suppressing effect, water-tightness, salinity block, seawater resistance, and chemical resistance. However, the impalpable powder of blast furnace slag is an admixture which does not have a self-hardening property and needs stimulators such as alkali to be hydrated. Therefore, when recycled fine aggregate which calcium hydroxide is erupted from and blast furnace slag which needs an alkali stimulus are used at the same time, they will act complementarily each other; thus, it is expected to use them as resource-circulating construction materials. However, studies on circulating materials until now have been performed on each of the materials separately, and studies on resource-circulating construction materials that are used simultaneously have been hardly done before. Accordingly, in this study, it was performed to investigate the characteristics and properties of blast furnace slag’s impalpable powder and recycled aggregate and to make mortar and concrete specimens in which blast furnace slag as a cement admixture and recycled aggregate as a substitution for aggregate were used. Moreover, after examining the physical and durable properties that appeared when blast furnace slag’s impalpable powder and recycled aggregate for a part of aggregate were replaced simultaneously, it was performed to analyze and consider induced test results. Consequently, it was possible to draw a conclusion as follows. (1) When 30% of a kind of blast furnace slag and 30 to 70% of two or three kinds of it were substituted, fluidity was increased, and when 30% of recycled fine aggregate was fixedly replaced simultaneously, fluidity showed more increase. In terms of the amount of air, it was somewhat increased; thus, such compound use can be effectively utilized for increasing fluidity and amount of air later on. (2) In consideration of strength development, the compound use of more than two kinds of blast furnace slag’s impalpable powder with high fineness and recycled aggregate affected excellent strength development; therefore, it is considered to be highly effective when there is a compound use of 30 to 50% substitution of one or two kinds of blast furnace slag’s impalpable powder and recycled aggregate. (3) In the neutralization resistance test, regardless of water-binder ratio, as the substitutional rate of blast furnace slag’s impalpable powder increased, resistance was decreased; and when blast furnace slag’s impalpable powder with high fineness was used, resistance was increased. When recycled fine aggregate was replaced, resistance was rather increased, thus it is necessary to examine precisely on an optimal substitution of blast furnace slag’s impalpable powder with high fineness and recycled fine aggregate for their compound use. (4) According to the results of acid resistance and freezing and thawing resistance tests, specimens in which blast furnace slag’s impalpable powder and recycled aggregate were used at the same time showed excellent performance in erosion and strength reduction, when compared with standard specimens. Thus, it can be effectively used for cities’ base structure that treats effluent, factories’ wastewater paths, or solidification materials for waste. Based on the results stated above, it is found that the compound use of blast furnace slag’s impalpable powder and recycled aggregate improves general physical properties within the range of optimal fineness and substitutional rate; however, it will be essential to examine carefully issues of securing fluidity when large amount of powder with high fineness is replaced, and carbonation resistance in terms of durable properties.
