This study focuses on analyzing the effects and the limits of social insurance counter-strategies upon labor market flexibility through Korean and Japanese cases. The purposes of this study are to 1)analyze the effects of both ‘strategy to expand existing social insurance coverage’ and ‘special insurance introduction strategy’, as a part of social insurance counter-strategies, on reducing the outsider rate of social insurance, and analyze which of all groups shows significantly lower outsider rate of social insurance; and 2)analyze the limits of these two social insurance counter-strategies as well as fundamental causes of those limits, so that this study may expose problems of social insurance counter-strategies within the framework of Bismarckian social insurance. The characteristics of Korean and Japanese social insurance counter-strategies can be outlined as follows: First, Korean social insurance system utilizes the strategy to expand existing social insurance coverage. For instance, the coverage of Korean health insurance and public pension became expanded from 5-or-more-employee companies to 1-or-more- employee ones(in 2001 and 2003 respectively). And in 1998, the coverage of Korean unemployment insurance became expanded from 10-or-more- employee companies to 1-or-more-employee ones. Moreover, it is noted that Korean public pension, health insurance and unemployment insurance are characterized by relaxed regulations over persons excluded from insurance coverage. Second, Japan has pursued its special insurance introduction strategy. In 1985, Japan introduced so-called Japanese-style basic pension system only to spouses of the insured in Public Pension No. 2. In addition, it also introduced special unemployment insurance system for part-time employees in 1989. On the other hand, Japanese health insurance system has not implemented any counter-strategies. Possible effects of these two major strategies can be outlined as follows: First, Korea has showed lower outsider rate of social insurance than before. Owing to expanding social insurance coverage, it is found that our public pension showed lower outsider rate on year-to-year basis (2.6% down in 2003; and 2.5% down in 2004), while health insurance(1.8 % down in 2002) and unemployment insurance(10.2% down in 1998) also showed lower outsider rate on year-to-year basis. In addition, relaxed regulations over exclusion from insurance coverage have led to lower outsider rate of social insurance for temporary workers, contract workers and detachment workers. In addition, the introduction of unemployment insurance for part-time employees has contributed to year-to-year 7% lower outsider rate of unemployment insurance in 2004. But both strategies have exposed limitations. For Korea, first, even the expanded social insurance coverage has less tangible effects on reducing outsider rate than expected. However, Japanese social insurance system abides by Bismarckian system, which indicates that it still depends upon long-term and regular premium contribution.
