Recently, local governments are, as a strategy of regional characterization, pursuing regional competitiveness through their uniqueness and differentiation by utilizing the resources which are locally available. Nowadays, local autonomous entities strive to reinforce their own local competitiveness for identity and differentiation on the basis of available local resources, as part of their strategies for regional characterization. Especially, some regions with poor physical resources are attempting to develop and vitalize their own characteristic cultural images, and to link them with the local economy in one of specialization strategies using cultural resources as tourism ones. As one of regional characterization strategies, introducing the concept of soundscape can be regarded as part of the efforts to embody local identities as well as to make the best of natural sounds, standing for so-called ecotourism in favor of nature preservation, rather than artificial development or destruction of nature, ultimately with the aim of regional characterization. In this context, the present study aims to suggest a new strategy for regional characterization, i.e., the manner of introducing the concept of soundscape to make full use of diverse sounds of each region as useful resources. For the purpose, the concrete methodology applied included: 1) surveying the cognitive characteristics of local residents and visitors and then selecting the target site where the concept of soundscape would be applied to; 2) surveying the acoustic environment of the selected target site to identify its current soundscape, followed by determining the physical properties of the acoustical condition to extract acoustic elements, and evaluating generally the target site in the way of investigating the cognitive characteristics of visitors to the target site; and finally, 3) making suggestions for regional characterization using acoustic resources on the basis of the results obtained in the course above. The conclusions of the present study are summarized as follows: 1) According to the findings, the image of Wando’s local environment was characterized dominantly by sea-related natural settings. The sounds representative of Wando included the sound of rolling pebblestones and the roar of the waves, and the tourist spots representative of Wando included Bogildo, Sinji Myeongsasipri, Cheongsando, Jeongdori Gugyedeung, and Wando Arboretum. Thus, the author selected as the target site of the present study Jeongdori Gugyedeungwhere natural environment had been used as tourism resources and there was the high potential for the development of acoustic resources. 2) The soundscape of Jeongdori Gugyedeung was composed primarily of the natural sounds which were heard from the pebbly beach and windbreak forest. From the former, the sounds associated with waves, pebblestone, fish, gulls and the like occurred, and from the latter, the sounds associated mainly with birds, insects and trees in the forest. Besides such the sounds, human sounds derived from human activities and mechanical sounds caused by vehicles such as airplanes or ships also existed in the almost all spaces. 3) The levels of field sounds at Jeongdori Gugyedeung were characterized by higher ones over the entire frequency band in the seashore area than those in the windbreak forest and pebbly beach, which was attributed to the roar of waves. All the three areas showed some rise in the level of sound at less than 125Hz of low frequency band, because of the sound of operating airplanes. Area-specific acoustic elements affecting the acoustic environment over the entire frequency band included the sound of control office’s broadcasting in the windbreak forest, the sound of operating ships on the pebbly beach, and the roar of waves on the seashore. 4) The images of Jeongdori Region felt by visitors, included clean natural environment, graceful scenery, pebblestone, and preserved nature, which indicated positive images. The acoustic elements considered the most valuable by them were the sounds of rolling pebblestones and the roar of waves, however they answered that substantial addition of public amenities including lodging facilities would be needed as a result of evaluating the site as a tourist spot. This result suggests that a meeting point should be found out between human convenience and nature preservation. 5) Suggestions for regional characterization using acoustic resources are as follows: first, the method of preserving the worthy local sounds based on the given environmental factors and locality while either deleting uncomfortable sounds or introducing harmonious sounds with the given spaces; second, actively taking acoustic environment into account when designing a space or settings; and finally, developing and implementing a program intended to enable the preservation, application and creation of acoustic environment to establish the local identity through great concern about the acoustic environment and eco-friendly consciousness-rising movement among local residents. In brief, the active participation of local residents, community and government is essential to create the unique image of local acoustic environment. In conclusion, since the above-mentioned results were obtained from short-term surveys and measurements at Gugyedeung, Jeongdori, Wandogun, it is considered that further studies including long-term and constant surveys and measurements will contribute greatly to developingmore concrete and various acoustic resources. In addition, it is expected that the specific suggestions for regional characterization by introduction of the concept of soundscape as listed above will not be limited only to Jeongdori Gugyedeung, but will be also able to apply to other regions for the same purpose.
