본 논문에서는 산업과 환경의 지속가능경영관점에서 산업생태학적 접근을 통해 순환형 시스템을 구축하는 매개체인 부산물 교환 또는 부산물 교환 네트워크를 통해 투입 및 산출에 해당하는 물질과 물질들의 연계성을 파악함으로써 산업 클러스터 및 생태산업단지에 적용할 수 있는 동일 산업 및 이종 산업의 연계물질을 파악하고자 하였다. 본 논문의 주요 성과는 다음과 같다. 첫째, 산업생태학은 산업과 생태학의 연계 학문으로 산업생태학의 시스템 경계에 해당하는 지역 또는 산업 지역 중에서 산업 클러스터에 기초한 생태산업단지를 본 논문에서는 시스템 경계로 보았다. 시스템 경계가 이루어지면 시스템이 작동될 수 있는 매개체가 필요한데 그것이 산업생태학에서는 폐기물 또는 부산물로 본다. 이러한 관점에서 다양한 폐기물과 부산물이 해당 시스템 경계 내에서 부산물 교환을 가능하게 한다. 둘째, 3개 생태산업단지(덴마크 칼룬드보그, 미국 트라이앵글지역, 미국 브라운스빌 등)의 연계물질분석 결과 연계물질은 폐금속, 폐플라스틱, 폐산, 폐유, 폐용제, 폐유리, 폐목재, 폐섬유, 소각 잔재물, 광재분진, 슬러지, 동식물성 잔사, 음식물류 폐기물 기타 등으로 구분·파악되었다. 셋째, 2건 이상의 물질 연계가 나타난 것을 하나의 업종으로 식별한 결과, 분류 가능한 업종은 ①화력발전소 ②건축·도로자재 제조 ③석유화학 ④전기·전자 ⑤목재·가구 ⑥일반화학/제약 ⑦기계·운송장비 의 7개 업종으로 나타났다. 이들 7개 업종 간 실제로 연계가 드러난 연계조합 수는 8개였고, 8개 연계조합에 나타난 물질연계건수는 단 19개로 상당히 적게 나타났다. 동종 산업내 연계와 이종 산업간 연계를 비교한 결과 동종 산업내 연계(2개 연계조합)에 비해 이종 산업간 연계(8개 연계조합)가 4배 많은 것으로 나타났다. 이종산업간 연계물질은 주로 화력발전소와 다른 3개 업종과의 폐열 및 소각 잔재물 교환에 집중되어 있고, 다른 나머지 업종간의 연계는 주로 석유화학(4개 연계조합)을 중심으로 나타났다. 특히 최근까지 부산물 교환에 대한 연구가 활발하지 못했던 현실을 고려해 볼 때, 부산물 교환을 통한 자원 환경 효율성을 높이고 비용절감을 가져오는 환경·지속가능경영의 윈-윈 효과가 있을 수 있음을 실증사례를 통해 설명한 것은 학문적으로 기여한 바라 할 수 있다. 또한 국내에서 생태산업단지를 국가적 차원에서 개발 및 관리하기 위해 시범사업을 추진하고 있으나 아직까지 설계단계에서 참여기업의 경제적 유인책을 간과한 환경적 성과만을 강조하는 현실에 기업들의 능동적 참여를 요구하는 것은 한계가 있다고 볼 수 있다. 따라서 본 논문에서 지적하다시피 부산물 교환 네트워크를 통해 관련 부산물과 물질의 D/B를 이루고, 부산물 거래의 확인 및 최적화를 파악 및 관리해 볼 수 있는 적용 툴(소프트웨어)을 개발할 필요가 있다. 또한 정책적 차원에서 생태산업단지의 개발 및 관리를위해 조직, 기획 및 분석, 그리고 부산물 활용을 위한 거래 활성화를 통해 중장기적으로 유도·추진해 갈 필요가 있다.

The thesis applied the concept of industrial ecology to identify the related materials in a single or multi industries within industrial clusters or eco-industrial parks. The concept can be implemented when a by-product exchange is networked within the clusters or parks. This research analysed the category of materials(by-products) in Korea and US, then suggested the combined material category in order to apply for this study. Analysing 3 cases of Kalundborg, Triangle Region and Brownsville eco-industrial parks revealed the linkage of materials(wastes of metals, plastics, oils, glasses, sludges etc.) for multi industries. Under the category of related-materials, the 7 industries of power plant, construction material manufacturing, petrochemical, electric and electro, chemical and pharmaceutical, timber and furniture, machinery and transportation facilities are identified for the by-product exchange network. The importance of these findings is to identify the key byproducts with applicable industries by establishing byproducts exchange network within eco-industrial parks. The study implies that increasing number of by-products networks may facilitate inter- and intra-industry movements toward sustainable development. As an academic contribution, this study tested the theory of industrial ecology empirically at a single and multi-industry level. Having a byproduct network reveals a substantial reduction of wastes as an output. In addition, regionally located industrial clusters or eco-industrial parks can be characterized with industries which can give substantial synergy effects by reducing input(materials) and output(wastes). As a contribution to policy makers, it is necessary to consider the waste policy and regional development policy at the same time. If there are more needs and opportunities to increase the synergy effects among regional and industrial clusters, it should be considered that the government guides industries and related companies to participate in the byproduct network to reduce wastes and materials in order to maximize the benefits from it. As a contribution to practitioners, balancing between environmental and economic concerns is not easy. But making a business case for sustainability by applying byproducts networks to procurement, manufacturing and waste management gives directions to move toward win-win situation. In other words, environmentally and economically profitable objectives can be obtained through by products networks.
