The aged in South Korea have increased as improving of income level and living environment, and advancing in health care. However, the households looking after the aged people have been weaken through industrialization that lead to rapid changing of the framework of society by urbanization, nuclear family, decrease of children and increase of double income family caused changing of structure and functions in family. Furthermore, from extension of senescence the welfare for the aged required more attention in enlargement, diversification and higher-grade. South Korea becoming an aging society is progressing very quickly, even it is more quicker than Japanese's record, it might be an unprecedented phenomenon in the word. In time of the aging society, the matter of supporting the aged becomes a pending problem to not only to the aged themselves and their families, but to the community as a common responsibility. Therefore, newly social supporting system for the aged is inevitably required. The aim of this dissertation is two-fold. first, the general state of the welfare of being-at-home the aged in advanced countries and South Korea is analysed and it presents the problem. Second, based on identifying the problems and pending issues for the welfare of being-at-home the aged, it provides recommendations for fostering the welfare of being-at-home the aged in South Korea. For satisfying the aim of this dissertation, it explored the opinion of practitioners, articles, dissertations and statistic data related to the welfare of being-at-home the aged. In order to arrive at recommendations for the welfare of being-at-home the aged, this was done by the aspects of subject of e-welfare, the contents of welfare, distribution system and finance argued by N. Gilbert, H. Specht and P. Terrell. Based on this, the study was able to arrive at five recommendations. First, the selection standards are limited only to the low-income class. It is necessary to expand the selection standards and offer a variety of services to the elderly from the middle class at affordable prices Second, the service contents be various and professional. The present home care service is very limited due to the lack of professional hands. It is necessary to strengthen training of the service providers in order to raise care givers who can handle simple nursing and assistance work in a more professional and effective fashion. Third, pluralization makes policy execution delayed and formalized, and it is ineffective because of lack of professionalism. Thus, it is better to change the administration subject to local governments so that the administrations in charge are responsible for the overall welfare services through integration of welfare jobs planning, coordination, management and execution. Fourth, financial assistance should be expanded. In preparation for the upcoming aging society, the government should expand budgeting for it and provide funding differently according to the size of organizations and facilities of home care service for the elderly, and to the elderly's diseases, disorders and their abilities to take care of daily activities Home care service for the elder enables the elderly to live in comfort where they have lived with family, relatives and neighbors, and local communities and state should share the burdens, However, in Korea, though the elderly issues are becoming serious problems for the society as well as for the families due to radical increase in the elderly population, professional training, education of related personnel, provision of related facilities and social awareness are insufficient to address the needs of the times. For the sake of proper institutionalization of home care service for the elderly in Korea, there should be efforts to develop a variety of programs in social welfare organizations and to develop appropriate policies in the government.
