The National Pension Scheme was set up twenty years ago for people's elderly income security as a social safety net. However, more than half of insured persons will not get benefit from it. While various policies were applied to solve the problem, they were not so effective. More effective policies should be made based on an analysis of the cause of the gap in the coverage that the insured persons can not get pensions they need. This study analyzes what factors have an effect on the change of the insured person's payment status for the pension using binary logistic regression. Year 2005 to 2006 data about the insured persons under the National Pension Scheme furnished by Korea Welfare Panel Study(KOWEPS) are used. To set up more appropriate direction for the analysis, data is divided into two classes under each model - payment failure model(continuous payment class, payment failure class) and payment execution model(continuous non-payment class, payment execution class). The study also assumed and focused on that labor market factors such as employment type and workplace scale along with income factors such as annual income change would be major causes of the change of payment status. The research shows the followings. In regards to pension payment practices, out of 2,941 objects in total, 207 objects(7%) are classified into the payment failure class and 132 objects(4%) are classified into the payment execution class. And then, the lower the level of the human capital(eg. women, low education level, younger age) is or the lower objects' income is, the higher the probability that payment failure or continuous non-payment occurs is. Next, the analysis results about what the major factors affecting payment status are as follows. First, both employment type and workplace scale are quite important variables related to the change of payment status. The insured persons under the National Pension Scheme who has non-regular jobs or work at a small business sector are likely to give up paying their pension bills so eventually they can not benefit from the pension system. Therefore, the more unstable one's status in the labor market become, the higher possibility that the one is located in the gap that the pension scheme cannot cover. Second, change in income status also affects pension payment. But the change in income status is only linked with payment failure model rather than payment execution model. Thus, a policy that can couple income change with payment execution is necessary in order to fill the gap in the coverage of the National Pension Scheme. Third, further investigation about income change at a different income group shows that under the payment failure model, only in low income group, income change leads to the change of pension payment status. This implies that people in low income group are more likely to be excluded from the insured persons group rather than others in high income group. This case happens in countries adopting the National Pension system, a kind of Bismarckian social insurance programs. And to conclude, the insured persons under an earnings-related contribution-benefit system of the National Pension Scheme have higher probability of being excluded from pensioner group rather then other people do if they have unstable jobs or their income level goes into decline. Therefore, new policies that uplift stability of the labor market and that make pension payment more affordable for low-income group, by supporting their income or contributions payment. Although we can not completely fill the gap in the coverage of Bismarckian social insurance system, this study assert that Basic Pension System providing an old-age pension equivalent to the minimum cost of living level should be established.
