Effluent water treatment facilities at water purification plants in Korea were installed without considering characteristics of regional source water, but by estimating the sludge output with a unilateral assumption that the ratio of the concentration of suspended solids of source water to design turbidity (the SS/turbidity ratio) was 1.4, and by applying the design turbidity to 95% of the whole year. This has led to a severe shortage of capacity of effluent water treatment facilities, or to a spending of unnecessary facility sites and costs due to an excessive design, thus causing many trials and errors and difficulties in operating and managing those facilities. Thus, targeting those water purification plants in Daegu which treat river water and dam water as intake sources, this paper aims to conduct a comparative analysis of sludge output and sludge characteristics according to turbidity variation characteristics of inflow water by source water, the SS/turbidity ratio, and concentration of injected chemicals. The findings indicate that turbidity variation characteristics of source water inflow into purification plants showed an asymmetrical distribution for both river water and dam water, thus resulting in a high usual low turbidity ratio. However, river water showed an average turbidity and a turbidity range twice greater than those of dam water. Also, the turbidity that met the cumulative occurrence probability of 95% was four times as great as the average turbidity for river water, and three times as great for dam water. The SS/turbidity ratio was found to be high in low turbidity (under 10NTU) for both river water and dam water, and low in high turbidity (over 10NTU), but on average the SS/turbidity ratio was higher at 1.4 for river water than it was at 1.1 for dam water. Also, the actual sludge output compared with the theoretical sludge output was threefold for river water, and 0.6-fold for dam water. Sludge content was found to be greater for dam water (64%) than for river water (56%). Thus, in the case of designing effluent water treatment facilities for river water as source water, the average turbidity, the turbidity change range and the SS/turbidity ratio are great, the actual sludge output is greater than the theoretical sludge output, and the sludge content is low thus producing good concentration properties; thus it is deemed to be valid to focus on the capacity of dehydrators. Also, in the case of source water being dam water, the average turbidity, the turbidity change range and the SS/turbidity ratio are small, the actual sludge output is smaller than the theoretical sludge output, and the sludge content is high thus producing bad concentration properties; thus it is deemed to be valid to focus on balancing tanks and concentration tanks.
