In this study, a cluster as a policy direction for existing local innovation, an innovative city, and a cultural cluster were analyzed. This study attempts to suggest developmental strategies to be a Korean-style creative city as well as types of creative city and developmental strategies for creative industry through comparative analysis on worldwide successful models for development to be a creative city. Analysis method of case cities was based on the Michael Porter's diamond model of in the study on an innovative cluster under analytic conditions drawn by integrating previous studies of an innovative cluster, a cultural cluster, and creative cities. According to analysis results, for local innovation as a creative city, how to change nature, culture, arts, and existing urban industries to make creative economy and induce creative industry is rising as an issue. Analysis on case cities is summarized as follows: First, Sophia Antipolis in France sought for development to be a creative city by using the surrounding geographical and natural conditions for urban regeneration. It achieved both its objectives of balanced national development and local economy development, showed a successful case of formation of an innovative cluster by collaboration among local governments and between industry and academia to be a creative city, and established dynamic local innovation system to cope with structural changes, also showing a successful model as a complex of city planning, new town development, and advanced industrial complex development. Second, Barcelona in Spain sought for developmental strategies to be a creative city by combining traditional culture and arts to ultimately create new cultural industry by fusing existing culture and influx of other multiple cultures through creative spaces and time, and approaches of cultural policies for manpower cultivation. Third, Yokohama in Japan raised the value by utilizing historical and cultural resources in the city and used it as space for cultural and artistic activities of residents and visitors in order to overcome evil practices of cultural and artistic promotion through setup of new facilities of the custom as a form of cultural and artistic promotion for urban regeneration. In addition, it tried to increase effects through conception of a national art park for urban regeneration and tourism through connection with adjacent tourism resources of Minato Mirai 21, China Town, Yamashita Park, and Motomachi Mall. Besides, private groups for cultural and artistic activities were selected to operate and manage the spaces for modern buildings, which is a measure to settle difficulties in continuity of the subject of operation and management of the existing problem. Analysis for development and conversion into a creative city should made as follows: First, cultural policies should be developmental strategies for the city. Out of the narrow concept of limiting the meaning of culture to artistic fields, they should be understood in a broad sense as closely related to several policy fields of city development, industry, education, welfare, etc., and culture-inclusive policies should be established not as simple cultural policies but total city development strategies. Second, policies to accept diversified cultures should be promoted. Behind such policy promotion, there are efforts to minimize adverse effects appearing in global societies such as a conflict between cultures with increased illegal immigrants and stayers, uniform social structure and lifestyle, etc. and to utilize culture as resource for exchange, innovation, and creation by embracing various cultures. Cultural diversity can be interpreted in a broad sense, which includes cultural right, freedom of speech, social bring-over, pluralism, cultural asset, and identity. New culture and economy can be created as subjects in charge of cultural diversity cooperate and complement with each other, beyond coexistence of various cultures. Third, administrative roles should be changed for policy realization. As subjects to realize the said policies, administrative organizations(local governments) and other subjects(individuals, NPO, private enterprises) were allowed to participate, so that a basis could be formed for each subject to secure autonomy and grow for themselves. For this, administrative institutions are providing information about culture & art institutions in addition to funding, offer of creative spaces(for presentation, performance, etc.)., and so on. However, although we live in the global age, we are in different situations, time, and spaces. Probably, to accept such difference and establish suitable strategies is a prerequisite for a creative city. Therefore from now on, concept of a creative city suited to local culture should be established. Also, out of the narrow concept of culture, culture is required to be reinterpreted as a total strategy. Therefore a creative city can never be artificially constructed, and economic, social, cultural, and geographical conditions unique to each city should be allowed for in order to develop the city's creative potential and make the city creative. Specially, each local government should examine integrated process including all aspects of city life from multiple points of view of economy, society, culture, politics, and environment and clarify prior questions to maximize the dynamic power of creative class-creative industry-creative environment through close consideration. To cultivate a creative city, existing spatial policies and investment in physical equipments cannot but be the first considerations, and such first considerations may differ in each city. Therefore each local government should establish creative strategies both to emphasize the city's uniqueness and meet the first considerations. Besides, the point we should most consider to construct a creative city in our country is to maximize the city's diversity based on the city's openness and generosity. Though our country is also called a multiracial country, our country is still less open and generous compared to Western cities. Therefore it is the time to establish flexible organizational culture and social system based on the atmosphere to generously accept people who have a range of nationality, environment and cultural background as well as high reliability. Once such software-based creative environment is formed and informal and voluntary communication is actively made, enhancing network competence, the city will be full of authenticity and vitality. Creative manpower will gather into such city, and consequently creative capital will be formed, and the city's creativity will be naturally increased as creative enterprises having technical and innovative power gather together.
