Since various authorities manage the water by sector, use and medium, the policies are less efficient and systematic. In particular, since managements of water quantity and quality are pluralized, they can hardly be linked closely with each other, and when the interests conflict among authorities, the water management cannot be optimized. In addition, because the waterworks are dualized, various problems remain unsolved including redundant investments, waste of budget and unbalanced supply of water among regions.The purpose of this study was to address the problems involving decentralization of the water management and thereby, suggest the ways to reform the water management system to be integrated and centralized. Based on researcher's personal experiences and foreign cases, in order to solve such problems, it is essential to organize a water governance to streamline the water management for integrated water basin management and facilitate cooperation and coordination among authorities. In order to suggest the directions and ways to reform the watermanagement system, the researcher analyzed the disputes surrounding 'Basic Law on Water Management' (draft) which had been publicized to be enacted and thereby, suggested the basic directions for the law reforming the current water management system. The basic direction for reforming the water management system should be a sustainable water management from the perspective ofintegrated management. To be so, it is essential not only to integrate the relevant authorities and functions but also to integrate relevant laws, regulations and plans. In addition, the viewpoint of governance should be maintained at every stage of water management. In order to reform the water management system in a realisticway based on such directions, it is important, above all, to establisha philosophy and basic principles about water, and reflect such philosophy and principles in the new Basic Law on Water Management integrating relevant laws and plans. The, based on the new law, it is necessary to establish National Water Management Committee and River Basin Management Committee. Especially, the latter organization must be essential to realize the water governance inviting local people and autonomous administrations and integrate the river basin management. Specifically, it is deemed necessary to integrate the Water System Management Committees under 4 special laws for 4 main rivers and Stream Committees under Stream Law into a river basin management committee.
