This model's objective is substitute for field survey like Option-A test and Option-B test with a lot of money and labor required and also inconvenient of night works and civil appeal. For the development of this model, the existing two method's applicability assessment was conducted in study area by compared with measure minimum night flow by modified Option-A test in 2 small blocks. And than the deducted problems and complementary through applicability assessment improved to make a suitable model in study area. And the estimated minimum night flow for 6 small blocks by developed model was compared with water loss performance indicators. The high correlation was founded between estimated results and water loss performance indicator which was able to considered block size. Second, water distribution analysis model was developed to reduce a analysis error and qualify a leakage distribution which able to consider variations of nodal flow and leakage with pressure as a type of extended global gradient algorithm using VB 6.0. Specially, to set the pressure-leakage relation equation which was appropriate in study area, the combination model of GA(genetic algorithm) and water analysis model was developed base on the measured minimum night flow in study area. As a case study for use a developed water network analysis model, optimal management model of water pressure was developed using PRV(pressure reduction valve). PRV's setting, location and number were considered a variable to optimize for leakage minimization. Third, design model of small distribution block boundary was developed based on the ArcGIS's ArcObject. This model used a bottom-up method for block construction by concatenated a small area according to area's property for block separation criteria. The combine methods fo small area was used reachability matrix and nonhierarchical cluster analysis method. The separated small block by this design model was needed relocation of injection point of water. For the setting up of optimal location, optimization model of injection point was developed by combined genetic algorithm with fitness function of nodal pressure's standard deviation and developed water analysis model.
