이 논문에서는 먼저 해외건설산업의 개요에 대하여 알아보았다. 해외건설산업의 태동기에서부터 현재까지 발전과정을 고찰해보았다. 또한 프로젝트 파이낸싱의 일반적 사항에 대하여 조사하였다. 프로젝트 파이낸싱의 개요 및 특징과 사업성분석의 종류, 절차, 자금조달방식, 이해관계자, 유용성에 대하여 각종 서적과 논문을 통하여 조사하였으며, 프로젝트 파이낸싱의 위험관리에 대하여 위험의 종류 및 헷지방법과 위험관리기법에 대하여 알아보았다.
그리고 실제 적용사례를 분석하기 위해 베트남 하노이 복합건물신축 프로젝트 파이낸싱의 사례를 조사 분석하였다. 이 사례에서는 사업의 개요조사 및 각종 분석을 실시하였다. 특히 프로젝트 파이낸싱의 자금조달 구조를 면밀히 살펴봄으로써 프로젝트 파이낸싱의 리스크를 줄이기 위하여 실제 사례에서는 어떠한 금융기법을 사용하였는지를 알아보았다. 또한 주요한 분석으로는 상환가능성분석, 민감도분석, 현금흐름분석 등을 실시하였다.

이와 같은 과정을 통하여 분석해본 결과 각종 분석 중에서 프로젝트의 정태적인 NPV나 IRR보다는 현금흐름과정에서 자금경색의 가능성이 더 중요하다는 것을 알게 되었다. 왜냐하면 프로젝트 파이낸싱은 당해기업과 독립하여 운영하기 때문에 안정적인 현금흐름이 무엇보다도 중요하게 취급해야 만이 Default위험으로부터 벋어 날 수 있기 때문이다.

마지막으로 프로젝트 파이낸싱의 비판적 고찰을 통하여 국내 현실상 금융권이 아닌 건설사들이 프로젝트의 스폰서 등을 하고 금융권은 프로젝트의 상세한 분석 없이 프로젝트 스폰서의 자금보충약정이나 연대보증 등을 통하여 대출위험을 회피하고자하는 행태에 대하여 이는 금융권의 위험회피전략으로 보기보다는 프로젝트의 리스크를 정확히 분석할 수 있는 전문가의 부재를 그 원인으로 보았다. 또한 이제는 프로젝트의 대형화 등으로 인하여 파이낸싱에 다양한 금융기법이 동원되고 있으므로 건설사가 아닌 금융권주도의 프로젝트 파이낸싱시장이 개편되어야 한다고 보았다.

Overseas construction investment rate has shown a rapid growth lately. The large scaled overseas construction investment projects are financed by project financing, and dispersion of risks and hedging are enabled through financing structuralization.
Project financing market is on the verge of entering into stagnation due to the tight-money market which rooted from the "Sub-prime mortgage crisis".
During the past years, contractors advanced into the overseas market by generally undertaking simple construction projects which do not require higher level of engineering technology, and therefore were unable to further expand its market, losing their chances to realize higher value added, and even lagged behind in the race against the Chinese contractors which in the meantime attacked the market with their lower labor costs.
Despite of such past, the contractors nowadays have diverse financing techniques and one of them is to finance the project using their own financing techniques in order to achieve the project which originally would not have been finance solely by the Client.
Project financing has been very useful tool in financing different types of businesses in both domestic and overseas markets. We have investigated the abstract for and performed analysis on the Vietnam Hanoi Landmark Tower project case in order to make an analysis on the real world case that actually has adopted such financing technique. And we meticulously investigated the structure of financing in order to see how in the real cases the businesses have adopted and utilized the financing system to actually reduce the risks of the project financing. The major analyses performed are repayment potential analysis, sensitivity analysis, and cash flow analysis respectively.
We have performed LTV (Loan To Value) analysis and DSCR (Debt Service Coverage Ratio) analysis in order to analyze repayment potential. In addition, we have performed sensitivity analysis on constructions cost, apartment sales, interest rate, hotel and serviced-residence sale.
We have performed cash flow analysis from creditor’s, project company’s, and shareholder and sponsor’s side. And as a result of such analysis, we have found out that the possibility of having crisis of cash flow in cash flow need to be treated more carefully than having such in NPV or IRR because the financing operation is performed separately from the business operation and thus maintaining the stability in cash flow could be the best treatment for preventing the default.
We have found out from Vietnam Hanoi project case, the developer needs to consider the fact that it is large scaled overseas project financing, the location of the financing is in the socialist country where he has to consider the hedging of the Country risk, and planning of the business structure that enables to reduce the tax levied on accrued profit.
After performing critical investigation on project financing cases, we were able to draw to conclusion that the true cause of the financial institutions’ risk avoiding behavior in which they forced the construction contractors to sponsor the projects and to contract for the Complementary Credit or joint liability on guarantee without actual risk analysis made in advance had been remained in the fact that none of the professional project risk analysts had been there to fix the situation in the institutions. Also considering the fact that various types of financial techniques have been practiced due to project becoming large in scale nowadays, we suggest that it is about the time for the financial institutions to step up, initiate and lead the project financing market.
