At the present time, in Daejeon, June 2008, there are 2,200 immigrant women by married to Korean men who have not yet acquired Korean nationality and their children reach 986. Their language problem and their children's education problem appear to be growing in Korean society .The ministries and government offices, local government, and NGOs are trying to find the solution to this problem Korean Tutor Service is a project that the Ministry of Health and Welfare and each local governments are promoting to enhance the multi-cultural family's settlement in Korea. This service is for immigrant women who can not take a free Korean group class because of their own problems such as health, giving birth, or family's noncooperation. The aim of this service is to help immigrant women by married to Korean men solve their language problem and help them settle in Korea as soon as possible. The number of Korean tutors has increased a great deal due to the government policy designed to help immigrant women adapt themselves to Korean society and to increase Korean women's participation in the workforce. Futhermore this service needs a substantial budget. It doesn't seem this service run as an effective way in improving the language skill of immigrant women. In this study, Korean Tutor Service for multi-cultural family, aimed at immigrant women by married to Korean men run by the Ministry of Health and Welfare and Daejeon City Government was investigated and the proposal for the improvements of the program were made. In Daejeon, the first Korean tutor service was operated( from February to July) and the second term scheduled to run from August to December of 2009. After examining the program, proposals for the improvement of the Korean Tutor Service were made First, Checked the number of multi-cultural families living in Daejeon. Investigate how many recipients of Korean Tutor Service lives in each territory and found out a characteristics of international marriage and immigrant women by married to Korean men . Also searched the number of multi-cultural family's children living in each territory Second, NGO and institutions in Daejeon working for multi-cultural families were examined. Among them there is a study state of operating and management of two Daejeon Multi-Cultural Family Support Centers which operate Korean Tutor Service. Korean Tutor Service retrieves 70% of the budget of Multi-Cultural Family Support Center. Third, A survey was conducted questionnaires and interviews of Korean Tutor Service teachers and people who are in charge of each two Daejeon Multi-Culture Family Support Centers. At the present, 23 teachers are working as Korean Tutor Service teachers in Daejeon, among them 22 teachers participated in questionnaires. The author asked general questions about Korean Tutor Service and studied which programs should be improved Fourth, in this study were made suggestions for improvements such as of service's need for Multi-Cultural Family Support Center chains in each territory, need for the teachers who in charge of areas outside of Daejeon, team systems with Korean teachers and immigrant women married to Korean men who can speak Korean. Development of 80 hours teaching schedule for Korean tutors, help to make a Multi-Cultural Family community in Daejeon City Hall, spouse's mother language dictionary provided to Korean husband in order to help improve their spouse's language skills. At the last, this study is finished and hoped to help promoting multi-cultural family's settlement in = Korea
