The rapidly changing market environment and shortening product life cycle in recent times have been also shortening the production cycles at companies, with less and less time elapsing between product planning and production. Meanwhile, the processes of product planning, development and marketing no longer stand as independent of the others as before. Due to the growing labor mobility among knowledge workers and the greater demand for converged technology products, companies are today faced with the need to rely on the external resources and technologies for product development. Also, companies more frequently license out their technological innovations to other companies to generate additional revenues. Innovation strategies among companies are, therefore, shifting toward open innovation. Meanwhile, for an open innovation strategy to be viable, it is crucial that companies choose a trustworthy partner, so that they may strengthen their core competitiveness, without running the risk of having their business know-how or trade secrets leaked or stolen. Hence, selection of a partner is emerging as the single-most important decision for companies in today’s open innovation environment. With a growing number of firms adopting, or showing interest in, open innovation strategies, research on partner selection has increased steadily as well, in recent years. However, research in this area is still at a budding stage, with much of the existing literature accounted for by related success stories, case studies by business sector or studies discussing the relevance and rationale of open innovation or its difference from traditional innovation. In sum, studies focusing on decision-making factors related to the selection of a partner are still rather rare, even though this is an important aspect of open innovation, largely determining the success of such innovation strategies. This study is to investigate criteria for partner selection within the context of a cooperative arrangement for open innovation, understood as an arrangement for tapping external resources and thereby strengthening the core capabilities of an enterprise. A literature survey was conducted first, examining the previous studies on the selection of partners in outsourcing arrangements, strategic partnerships aimed at combining diverse core capacities of firms in different business areas for mutual benefit, and in relation to virtual enterprises. Based on the primary factors identified from the literature research, a questionnaire was designed and a primary survey was conducted to confirm decision- making factors in partner selection. Respondents for the survey were strictly restricted to officials of companies with past experience or an interest in joint R&D with external firms, who are concretely involved in the decision-making process for R&D strategy. Based on the results of this survey, the relative importance of partner selection criteria was analysed in three different types of open innovation process: outside-in, inside-out and coupled. An outside-in process, also known as the inbound process, is primarily sourcing the knowledge from the outside to strengthen internal innovation capabilities. Inward transfer of patents, R&D outsourcing and early participation by customers or suppliers fall into this category of open innovation. The inside-out process, meanwhile, takes the form of transferring internal knowledge to outside parties. Licensing intellectual property rights to external parties, spinning off a new company or commercialization of an innovation through an external firm or in an external market may be considered as an inside-out model of open innovation. As for the coupled process, it refers to the sharing of technological know-how between companies having complementary capabilities, either in the context of a joint venture project or a strategic partnership to seize standardization initiatives. The term also designates hybrid types of innovation activities, coupling outside-in activities with inside-out activities. Companies may adopt one or more of these innovation processes, according to their individual needs or strategic options. A focus of the study was put on how the relative importance of partner selection criteria varies depending on the type of open innovation process. That is because it is hoped that the findings from this study are to assist companies’ decision-makers with the selection of partners for open innovation activities. Further assessment on the relative importance of each of the major decision factors was thus made in view of developing a hierarchy of factors that can concretely support the decision-making process. A secondary survey for AHP(Analytic Hierarchy Process) was conducted for R&D officers and other technology experts having experience with open innovation activities, with questions comparing high-level factors for relative importance, and also low-level factors under each of the high-level factors. Based on the results of this survey, the respective weights of partner selection criteria were computed and the order of priority among them was structured, according to the type of innovation activities. Open innovation presupposes cooperation with external organizations. In order for a company to successfully create knowledge flows between itself and external partners, it is important to select organizations which are appropriate for its goal and strategy in open innovation. Therefore, a company with clear knowledge of the most essential criteria for partner selection and related decision-making priorities stands a greater chance of achieving their open innovation goals. It is believed that the relative importance of selection criteria identified from this study, determined quantitatively through an expert survey, can practically assist technology decision-makers including CTOs(Chief Technology Officers) and R&D officers in choosing an appropriate partner by providing a framework for criteria, thereby contributing to increasing a company’s odds for successfully implementing its open innovation strategy.
