This paper is the foundation work in developing software for generating Infra-Red image from 2D flat plate. The spectral radiance received by a remote sensor is consisted of the self-emitted component directly from the target surface, the reflected component of the solar irradiation and the sky irradiation at the object surface, and the scattered component by the atmosphere without ever reaching the object surface. Generally, Self emitted component is the most important for analyzing Infra-Red signatures from the object. To generate more accurate Infra-Red images, BRDF(Bidirectional Reflectance Distribution Function) by the surface condition of the object should be considered to determine the reflectivity. This study used Sandford-Robertson BRDF model. Also, atmospheric transmittance is essential for generating Infra-Red images. We used the MODTRAN for calculating the atmospheric transmittance. Finally, we optimized the measuring instruments for comparing simulated IR signatures with real one. We get the weather conditions(air temperatures, wind directions, wind velocity, relative humidity, atmospheric pressure), solar irradiance and surface temperatures of the test plates and analyzing the mid wave infrared, long wave infrared signatures of the test plates which has a variety of surface properties.
