대구시 인쇄 집적지의 특성과 최근 변화 : 중구 남산인쇄거리를 사례로 Characteristics and Recent Changes of the Daegu Printing Business Agglomerated Center: Focusing on Case of Namsan Printing Street in Joonggu원문보기

Rapidly changing economic environments require different production and networking patterns of businesses and industries and often bring about changes in spatial forces. Contrary to the general tendency of geographical dispersion affected by transportation and telecommunication technology developments, urban-based industries such as printing industry, businesses are shown to tend to agglomerate within localized areas. Such a phenomenon can be interpreted with the logic of agglomeration economies as well on the basis of the social and relational aspects of networking. Along with the previous wisdom, given the possibly varying spacial forces according to the degree of informationization, there is a clear need for an empirical analysis on the changing trends in agglomerated centers of printing. Previous literature involves studies on location characteristics, spatial structure associated with production activities, regional structure, and labor market, with the focus on the areas in and around the capital city of Seoul in the 1990s but, there is scant research on printing business agglomerated centers in other regional areas, and moreover there is an emerging need to examine how they have been affected by the recent information technology developments. As a consequence, this study aims to examine and identify the characteristics and recent changes in the particular printing business agglomerated center called the Namsan Printing Street in the city of Daegu, Korea and ended up with some suggestions for addressing the identified issues. The findings were summarized into two parts: one involves the characteristics of the agglomerated center, and the other relates to changes due to the progress in information technology. With regard to the characteristics of the Daegu printing industry and the printing business agglomerated center, first, while the distribution characteristics of the Daegu printing industry were associated with business cycles in temporal terms, they were associated in spatial terms with the changes in population distribution and the locations of core industries in the regional economy. In addition, it was found that the level of concentration of the Daegu printing businesses was higher than that of the Seoul equivalents, while the number of printing businesses in the Daegu printing business agglomerated center increased contrary to the decreasing total numbers of businesses in the whole city of Daegu and the district of Joonggu where the agglomerated center was located, respectively. This suggested a presence of various strong full factors in the location of the particular agglomerated center. Second, the Namsan Printing Street, with high proportion of small size businesses, showed higher annual revenues than any other regions, reflecting its advantageous location of agglomeration. This confirms that the smaller the size of firms is, the beneficial effect of agglomerated centers' location, gets larger: this is mainly because of agglomeration economies. On the other hand, their high level of revenues was found to be attributed to their ability to secure orders depending on relatively low price per unit combined with technological edge. Especially the low price can be understood as a featuring aspect of agglomeration diseconomies and changes in the midst of an information age. The examination of the aspects of production network and sub-contraction relationships of the businesses in the Namsan Printing Street found that in forging sub-contraction relationships, there was an increasing tendency that more importance was attached on quality in techniques instead of on personal networks. Also, it was found that there were strong sub-contraction networks directly associated with production, while a weak collaborative network among themselves was identified. Further, the range of their networks mainly extended to the neighborhood province of North Gyeongsang Province, and Busan and South Gyeongsang Province, and these networks were found to be created based on technical merits and business and other relations. On the other hand, most of their networks with clients and businesses in the capital area were based on technical merits only. In the changes due to the increased level of informatization and digitalization, first, at the level of individual businesses, the changes included increased level of printing techniques involving computer technologies and the Internet, changed production modes including more stress on technical merits in sub-contraction relationships and Internet-based ordering system, changed delivery modes including increased small quantity orders of high quality printing products and decreased printing products for office use. All these changes were made possible because of the strengthened production capacity of printing businesses to meet various customer demands, and more fundamentally information and telecommunication technology developments that allowed more efficient management of all phases of transaction processes. Moreover, each change implies reduced importance of geographical distance and spatial movement. Second, at the level of the agglomerated center as a whole, even though there were differences in the extent of changes from business to business due to differences in capital power and absorptive capability among businesses, the key changes included increased adoption of highly advanced printing equipment, increased high quality professional human resources, and more flexibility in locating due to less need to be located inside of the agglomerated center. In fact, considerable number of firms with a strong competitive edge in information technology moved out of the agglomerated center. Third, with respect to the prospects for the competitiveness of the Namsan Printing Street agglomerated center as an agglomerated center, there were contradicting views. While there were some perceptions that the importance of the location of the agglomerated center as a center of process networks and face to face contact points in light of the nature of the printing industry will still remain valid, there were other perceptions that such importance can be negligible into the future because of rapid progress in telecommunication and information technologies. The more prevailing view, however, was that the current agglomerated center would continue to have its competitive edge even in the age of information and digitalization. Adding to that, the housing redevelopment plan in the neighboring area is currently under consideration and the plan for constructing a publishing and culture industrial complex in a suburb of Daegu is under active development. If those plans come into reality, a large group of printing firms located in the current area were found to be intent on moving to the planned complex. This was because they expect to enjoy the merits of economic agglomeration. The findings above ended up with some helpful suggestions about problems concerning the Daegu printing business agglomerated center as follows. First of all, in terms of reducing congestion diseconomies, full scale improvement in work environments including constructing pubic parking lots and fixing aged facilities should be made. Also, an internal collaboration network should be put in place. Secondly, in recognition of the possibility of the existing gap between businesses due to differences in capital power and absorptive capability, financial and regulatory supports from governments at all levels should be offered to businesses with needs of innovation as key to success in today's competitive world. Along with this, such businesses themselves should look for an innovative way to create more collective projects. Also, a more sustainable plan in relation to the scheduled plans of housing redevelopment and construction of a publishing and culture industrial complex in the neighboring area should be established in such a way that those plans and relevant policies will benefit both the planed publishing business agglomerated center and the existing printing business agglomerated center by being mindful of possible increase of transaction costs and waste of resources. Lastly, through cooperative links between universities or research institutions and the agglomerated center of printing, collective efforts of the component firms to swiftly respond to changing environments, securing necessary human resources and developing collaborative networks, should be made in order to achieve both economic and spatial symbiosis.
Rapidly changing economic environments require different production and networking patterns of businesses and industries and often bring about changes in spatial forces.
