본 연구의 목적은 최근 급성장하고 있는 한국 바이오산업의 공간적 분포 특성과 최대 집적지역인 수도권과 대전 바이오산업의 입지요인을 분석하여 입지 특성을 밝히고, 바람직한 입지정책에 대한 기초자료를 제공하고자 하였다. 또한 설문과 면담조사를 통해 수도권과 대전 바이오산업의 수직적ㆍ수평적 네트워크의 상호작용과 글로벌 상품사슬 단계별 네트워크의 공간적 특성을 파악하려고 하였다. 이를 위해 문헌조사와 이론 연구, 통계자료의 분석, 설문과 면담조사 등을 실시하였다. 문헌조사는 크게 바이오산업과 네트워크 및 상품사슬과 관련된 자료들을 검토하여 본 논문과의 관련성을 찾고 차별화를 하고자 하였다. 통계자료는 국내 바이오산업 통계와 통계청의 사업체기초조사 결과, 바이오벤처협회 홈페이지의 기업정보, 한국 바이오벤처총람 등을 활용하여 분석하였다. 그 연구 결과를 요약하면 다음과 같다. 1. 한국 바이오산업은 중앙과 지방정부의 역할과 제도 개선, 경제환경 변화의 영향으로 1997년 이후부터 2001년까지 짧은 기간에 빠르게 성장하였다. 공간적 분포 특성은 첫째, 1980년대까지는 수도권을 중심으로 분포하였으나, 1990년대에 들어와서 수도권의 비율이 감소하고 대전ㆍ충청권이 높은 증가율을 보였다. 2000년 이후에는 수도권과 대전의 비율이 감소한 반면에, 호남권과 영남권의 등 그 이외 권역의 분포 비율이 상대적으로 증가하였다. 그러나 수도권과 대전지역은 바이오산업과 관련된 공공기관 및 연구소, 대학, 제약사, 병원, 비임상 및 임상시험 대행 기관들이 이 두 지역에 공간적으로 집중되어 있기 때문에 국내 최대 집적지역을 이루고 있다. 둘째, 업종별 중심점은 1997년에 비해 2006년에 경부와 중부고속도로 사이에 위치하고 있는 안성ㆍ천안ㆍ진천지역 쪽으로 더욱 집중되어 교통의 접근성이 바이오산업 발달에 큰 영향을 주고 있는 것으로 나타났다. 셋째, 기업조직의 분포 유형은 본사와 연구소, 생산시설이 결합되어 있는 통합형이 가장 많았다. 연구소의 분포는 경기ㆍ서울 등 수도권이 가장 높은 반면에, 생산시설은 값싼 지가, 생산시설에 대한 각종 규제 정책, 지방정부의 적극적인 유치 노력 등으로 서울과 접근성이 유리한 경기와 충청지역의 분포 비율이 높게 나타났다. 넷째, 입지요인은 대전과 서울지역에 입지하고 있는 기업은 전문기술 인력 확보의 용이성과 기술협력 기관과의 근접성이 중요했고, 경기지역은 생산설비 활용의 용이성을 중요하다고 들었다. 다섯째, 바람직한 입지 정책에서 바이오산업은 무엇보다도 지식과 기술이 부가 가치를 창출하는 지식 집약적 산업이기 때문에 고급기술 인력의 확보를 가장 중요하게 인식하고 있는 것으로 나타났다. 따라서 원활한 고급기술 인력 확보를 위해 협회나 바이오산업 관련 공공기관에서 기업체가 활용할 수 있는 유휴 인력풀 제도를 운영하여 각 기업들이 필요시에 고용할 수 있도록 하는 제도를 만들 필요가 있다. 2. 수도권과 대전 바이오산업의 네트워크의 공간적 특성에서 수직적 네트워크의 특성은 첫째, 물자 네트워크에서 원재료의 구매연계는 국내보다 해외로부터 구매 비율이 높았으며, 대전지역보다는 수도권의 기업들이 해외에서 구매 하는 비율이 높았다. 이에 비해, 판매연계는 해외 판매보다 국내 판매 비율이 높게 나타났다. 내수 제품 구매연계의 공간적 특성은 수도권과 대전지역 기업 모두 수도권과의 연계가 강하였다. 판매연계는 구매연계와 마찬가지로 수도권과의 연계가 강하지만, 구매연계에 비해 공간적 범위가 더 확대되어 국가적ㆍ국제적인 연계도 이루어지고 있다. 둘째, 생산자서비스와 인적 네트워크의 공간적 특성은 대전과 서울지역의 경우 지역 내의 네트워크가 활발한 반면에, 경기지역은 서울과 네트워크의 상호작용이 강하게 나타났다. 수평적 네트워크 특성에서는 첫째, 혁신주체 간 상호작용에서는 중앙과 지방정부의 역할이 혁신활동에 크게 영향을 주었다. 그러나 대전지역은 공공연구원과 네트워크의 상호작용이 활발하여 지역적 기반이 혁신활동에 영향을 주고 있는 것으로 나타났다. 둘째, 지식 습득에서 형식적 지식은 관련서적과 학술논문을 통해, 암묵적 지식은 기업내부 연구개발 부서의 연구 및 토론 등 ‘지식의 내부화’를 통해 습득되고 있다. 셋째, 협력유형별 네트워크 특성의 경우, 바이오산업은 기존 산업에 비해 지식과 기술의 중요성이 크기 때문에, 연구개발 협력 네트워크가 가장 중요하게 나타났다. 공간적인 범위는 대전지역 기업의 경우 연구개발 협력과 장비 공동활용을 위한 협력은 지리적 근접성을 필요로 하기 때문에 국지적ㆍ지역적 규모에서 이루어지고 있다. 해외지역과의 네트워크는 생산과 판매 및 마케팅 협력에서 일부 이루어지고 있으며, 주로 수도권 기업이 활발하였다. 넷째, 기술개발 네트워크 특성은 기업내부의 연구전담 부서와 대학을 통해 이루어지고 있다. 그러나 대전지역에서는 공공연구기관의 역할이 중요하게 작용하고 있는 반면에, 수도권은 동종 기업과 네트워크의 상호작용이 기술개발에 중요한 역할을 하고 있다. 기술혁신 활동의 공간적인 범위는 대전지역의 경우 대부분 국지적 내지 지역적 네트워크를 통해 이루어지고 있어서 지역적 뿌리내림이 강함을 알 수 있다. 반면 수도권의 경우는 주로 지역적 네트워크를 통해 기술개발이 이루어지고 있고, 해외기업 및 연구기관들과 국제적 네트워크의 상호작용은 더 강하게 나타났다. 다섯째, 혁신유형별 네트워크 특성은 대전지역의 경우, 제품혁신을 추진하는 비중이 가장 높았으나, 수도권은 마케팅혁신이 높은 비중을 차지하였다. 여섯째, 지역 기업문화에 대한 평가에서는 대전지역이 수도권에 비해 지역의 기업문화에 대해 더 우호적으로 평가하고 있어, 사회적 자본인 신뢰가 어느 정도 조성되어 있다고 할 수 있다. 그러나 이러한 신뢰는 학연과 인맥 등으로 조성된 신뢰이기 때문에 자발적인 높은 수준의 사회적 자본이라기보다 인맥을 통해 형성되는 낮은 수준의 사회적 자본이라 할 수 있다. 3. 바이오산업의 글로벌 상품사슬 단계별 네트워크와 공간적 특성을 면담조사를 통해 분석한 결과 첫째, 상품사슬 초기 단계는 가치를 창출하는 단계로서, 기초연구는 대부분 기업 내 연구소 주도로 이루어지고 있으며, 대학과의 네트워크 상호작용이 활발하였다. 대부분의 기업들이 지역적 및 국가적 네트워크를 통해 기초연구가 이루어지고 있다. 비임상 시험은 국내ㆍ외 CRO를 통해 아웃소싱하고 있지만, 대기업은 자체 연구소에서 일부 이루어지고 있다. 반면 임상시험은 대학, 병원, 해외 CRO를 통해 아웃소싱하고 있으며, 비임상 시험보다 국제적 네트워크를 통해 이루어지고 있다. 둘째, 상품사슬 중간 단계는 가치를 생산하는 단계로서, 사업서비스는 대부분 지역적 네트워크, 원료 투입은 수입품 판매 전문기업을 통해 주로 국제적 네트워크를 통해 이루어지고 있다. 후기투자에 있어서는 대형제약사의 경우 본사의 지속적인 투자가 있는 반면에, 바이오 벤처기업은 개인투자와 벤처자본을 이용한다. 따라서 국내 벤처자본이 바이오기업의 성장에 중요한 역할을 하고 있음을 알 수 있다. 해외 수출을 목적으로 개발되는 의약품은 FDA, EMEA 등 현지 국가들의 승인기관의 허가를 받아야 하기 때문에 국제적 규모에서 이루어지고 있다. 셋째, 상품사슬 최종 단계는 가치를 실현하는 단계로서, 홍보와 마케팅은 대부분의 기업들이 기업내부에서 담당하고 있지만, 외국계 투자기업과 외국계 기업으로부터 독립한 기업, 해외 CRO를 통해 임상시험을 거쳐 해외시장 개척을 목표로 하고 있는 기업들은 국제적인 규모에서 이루어지고 있다. 제품 판매 형태는 생산된 제품을 직접 판매하는 경우와 기존 판매망을 갖추고 있는 대기업과 전략적 제휴나 위탁 판매 등 다양한 형태의 협력이 존재한다. 대부분 기업들의 판매활동은 기업 본사와 국내ㆍ외 외부업체에 아웃소싱을 통해 이루어지고 있으며, 공간적 범위는 국제적 규모에 비해 지역적, 국가적 규모에서 이루어지고 있다.

The purpose of this study is to provide the fundamental data for location policy by find out location pattern through analyzing location factors of biotechnology industries that are heavily centralized in the capital area and Daejeon area, as well as examining the spatial distribution characteristics of the rapidly growing Korean biotechnology industries. Also, through field surveys and interviews, the interaction of the vertical and horizontal network of the biotechnology industries of the capital area and Daejeon area, as well as the spatial characteristics of the global commodity chains by stage were examined. The following is a summary of the above mentioned study: 1. The biotechnology industries of Korea have experienced rapid growth over a short period of time from 1997 to 2001, due to the role and policy enhancement of the central and local self-governing governments, as well as the changes to the economic environment. As for the spatial distribution, First, in the 1980's it was focused on the capital area, but as the 1990's rolled around, the percentage distributed to the capital area decreased, while the Daejeon/Choongchung area saw a high increase. After the year 2000, the distribution to the capital and Daejeon area decreased, while the Honam, Yeongnam, and other areas witnessed an increase of distribution to their areas. However, the public institutes, research laboratories, universities, pharmaceutical companies, hospitals, and the clinical and non-clinical agencies are heavily focused in the capital and Daejeon area, making these two areas the highest level of distribution. Second, as for the central point by industry, in 2006, when compared to 1997, the distribution was concentrated in areas such as Ansung, Cheonan, and Jincheon that are located between the Gyeoongbu and Joongbu expressways, showing that accessibility to transportation played an important role in the development of the bio-tech industry. Third, when the type of distribution of the company structures were examined, the combined type of distribution that united the headquarters, research laboratory, and the production facilities were the most popular. The research laboratories were mostly distributed in the Gyeonggi/Seoul area, but the production facilities were mostly distributed to the Choongchung area thanks in part to easy accessibility to Seoul, low land prices, various policies and restrictions toward the production facilities. Another factor included the aggressive efforts of the local self-governing governments to host these facilities. Fourth, as for the factors of the location, the companies, which are located in the Seoul and Daejeon area, considered the easiness of securing human resources with expertise along with being in close proximity to the institutions with technical tie-up to be important, while the easiness of the utilization of the production equipment was considered to be the most important for companies in the Gyeonngi area. Fifth, as for the most desirable location policy, since the biotechnology industry is a knowledge oriented industry in which knowledge and technology create value, the securing of the high-tech human resources is considered to be the most important. Therefore, it is deemed necessary that various associations and bio-tech related public institutions create and manage a policy that allow the companies to pull the unemployed human resources when needed. Also, it is important that these aforementioned policies be publicized to bio-tech companies so that the companies can take advantage of such policies. 2. The spatial characteristics of the vertical and horizontal network of the bio-tech industries of the capital and Daejeon area were analyzed. In the vertical network First, in the product network, the purchasing relationship of the raw materials showed that purchasing from foreign countries were higher than purchasing domestically, the companies in the capital area purchased more from the foreign countries when compared to those in the Daejeon area. In contrast, when the selling relationships were examined, it was shown that the higher percentage were being sold in the domestic market, showing that the exporting of the bio-tech products were relatively weak. The spatial characteristics of the domestic product purchase relationship showed that both the companies in the capital area and Daejeon area had strong ties to the capital area. The selling relationship has strong ties to the capital region as is the case with the purchasing relationship, but when compared to the purchasing relationship, it is taking place in the national and international scale as the spatial range is enlarged. Second, in the spatial characteristics of the human network and producer service, the companies in the Daejeon and capital area showed an active network within the region, while the companies in the Gyeonggi area showed a strong relationship with the network of Seoul. In the horizontal network, First, in the network relationship between the innovative bodies, the role of the central and local governments affected the innovative activities greatly. However, in the Daejeon area, it was shown that the regional foundation was affecting the innovative activities because the relationship between the public research institute networks are very active. Second, when learning of the knowledge was examined, the relative literature and academic essays were referred to when learning codified knowledge, while the tacit knowledge was being learned through the internalization of knowledge such as research and discussion of the internal research departments. However, the clinical experiments are being out-sourced to hospitals, universities, and foreign CRO's, and is being done through international networks. Second, since the middle stage of the commodity chain produces value, the business service is mostly being done through local networks, while the input of raw materials is being done through international networks. In the latter investments, the large pharmaceutical companies use large amounts of investments from its own headquarters, while bio venture companies use private investments as well as venture capital. Therefore, one can see that the domestic venture capital is serving an important role in the growth of the bio-tech companies. Because the pharmaceutical products that are being produced for exporting purposes need to be approved by the agencies of each importing country such as the FDA, EMEA, etc, the investments are taking place from an the international scale. The purpose of this study is to provide the fundamental data for location policy by find out location pattern through analyzing location factors of biotechnology industries that are heavily centralized in the capital area and Daejeon area, as well as examining the spatial distribution characteristics of the rapidly growing Korean biotechnology industries. Also, through field surveys and interviews, the interaction of the vertical and horizontal network of the biotechnology industries of the capital area and Daejeon area, as well as the spatial characteristics of the global commodity chains by stage were examined. The following is a summary of the above mentioned study: 1. The biotechnology industries of Korea have experienced rapid growth over a short period of time from 1997 to 2001, due to the role and policy enhancement of the central and local self-governing governments, as well as the changes to the economic environment. As for the spatial distribution, First, in the 1980's it was focused on the capital area, but as the 1990's rolled around, the percentage distributed to the capital area decreased, while the Daejeon/Choongchung area saw a high increase. After the year 2000, the distribution to the capital and Daejeon area decreased, while the Honam, Yeongnam, and other areas witnessed an increase of distribution to their areas. However, the public institutes, research laboratories, universities, pharmaceutical companies, hospitals, and the clinical and non-clinical agencies are heavily focused in the capital and Daejeon area, making these two areas the highest level of distribution. Second, as for the central point by industry, in 2006, when compared to 1997, the distribution was concentrated in areas such as Ansung, Cheonan, and Jincheon that are located between the Gyeoongbu and Joongbu expressways, showing that accessibility to transportation played an important role in the development of the bio-tech industry. Third, when the type of distribution of the company structures were examined, the combined type of distribution that united the headquarters, research laboratory, and the production facilities were the most popular. Therefore, it is deemed necessary that various associations and bio-tech related public institutions create and manage a policy that allow the companies to pull the unemployed human resources when needed. Also, it is important that these aforementioned policies be publicized to bio-tech companies so that the companies can take advantage of such policies. 2. The spatial characteristics of the vertical and horizontal network of the bio-tech industries of the capital and Daejeon area were analyzed. In the vertical network First, in the product network, the purchasing relationship of the raw materials showed that purchasing from foreign countries were higher than purchasing domestically, the companies in the capital area purchased more from the foreign countries when compared to those in the Daejeon area. In contrast, when the selling relationships were examined, it was shown that the higher percentage were being sold in the domestic market, showing that the exporting of the bio-tech products were relatively weak. The spatial characteristics of the domestic product purchase relationship showed that both the companies in the capital area and Daejeon area had strong ties to the capital area.
