A qualitative study was conducted on ‘Certificate Programs for Educational Gerontology Professionals’ as a government policy on educational gerontology for an aging society in order to a) propose future strategies for educational gerontology, b) help educational gerontology professionals have the opportunity to improve their expertise, and c) position educational gerontology as an important field in lifelong education . The purposes of this study are to a) analyze government policies affecting ‘Certificate Programs for Educational Gerontology Professionals’ in a higher education institute; b) analyze pedagogical qualities affecting ‘Certificate Programs for Educational Gerontology Professionals’ in a higher education institute; c) analyze social benefits affecting ‘Certificate Programs for Educational Gerontology Professionals’ in a higher education institute; d) examine government policies, pedagogical qualities, and social benefits affecting ‘Certificate Programs for Educational Gerontology Professionals’ in a higher educational settings and e) provide meaningful suggestions based on the findings. This study investigated the validity of ‘Certificate Programs for Educational Gerontology Professionals’ through qualitative research methodology using in-depth interviews and document analysis based on surveys, literature review, and expert consultation. The participants for this study were educational gerontology professionals, including policy makers, instructors, and students who have already taken the certificate programs. A technique of member-check and expert-check was employed to improve the validity of this study. Data analysis revealed that: first, the government’s policy plan for educational gerontology was evaluated positively. However, in case of administrative procedures, a doubled budget for educational gerontology resulted in a waste of administrative capability. The law for educational gerontology was not established, the budget was not guaranteed, and a long-term development plan did not last. Second, ‘Certificate Programs for Educational Gerontology Professionals’ were not evaluated for correctness and proper design. In addition, the professionalism of instructors has not been guaranteed and a formal assessment has not been conducted. Third, due to the imbalance between trained professionals and available positions, the effectiveness of social benefits has been evaluated as low. Additionally, the programs have not had an autonomous status as certificate programs for educational gerontology professionals. This program has not made a significant effect on volunteerism, but gave a positive impact on the perception of the elderly. Fourth, government policy affecting long-term development planning for educational gerontology should include human resource planning for seniors based on educational needs of the field, research, and public debate. Therefore, establishing the law and a well-established administrative system for educational gerontology should be settled immediately and budgeting should be secured. For pedagogical qualities affecting ‘Certificate Programs for Educational Gerontology Professionals’, the Ministry of Education should pay special attention to the shortage of instructors and to their level of expertise. In addition, customized curriculum development and management and formal evaluation should be provided. For social benefits affecting Certificate Programs for Educational Gerontology Professionals, certificate programs should be well-established and related to job opportunities, and increase awareness for the elderly. There are several implications for this study. A new paradigm for educational gerontology should be applied. The educational needs of the elderly are not satisfied by welfare alone, and should be approached as part of continuing education. That is, longevity encourages people to continue social activities in their old age and requires a continuous effort. Recently, the educational gerontology field has been changing from temporary to continuous education, from public to individualized education, from welfare to empowerment, and from institution-based to learner-centered education. That is, considering the growing needs of the elderly to engage with society, differentiated educational gerontology professionals are needed and newly established systems should be suggested.
