This thesis focuses on the Campus Stabilization Act which shows ups and downs of Korean politics as microscopic mediation factor in the process of democratization in the 1980’s. It also examines: a conflict between the controlling forces and the resistance forces, solidarity between the opposition and the pro-democracy movement in the resistance forces. Moreover, the purposes of this thesis are to search the motivation of the June Democratic Struggle(1987) in the pro-democracy movement in the early 1980’s as well as focusing on the connected situation among the appeasement period, the general election on February 2 in 1985, and the Campus Stabilization Act.
The appeasement period of Korea was paved in December 1983. At that time, the Chun, Doo-hwan administration tried to keep its stability and reorganize the administration by means of ‘controlled liberalization’ and the pro-democracy forces tried to overthrow the government and the authoritarian system itself. The atmosphere of appeasement was produced in a tense between both powers. On the other hand, the situation related to the Campus Stabilization Act was a turning point, when the administration which want to return to ‘firm oppression’ clashed with the pro-democracy forces who want to go forward to ‘democratization’ from ‘restricted liberalization’.
The Chun, Doo-hwan administration put the appeasement policy in force to overcome its illegitimacy and make more stable power base since the regime launched. The pro-democracy forces raised their ability to move forward as they showed various ways of resistance in more liberal circumstances. Students made an attempt to the new conversion from an academy democratization struggle to a social democratization struggle. Therefore, all sorts of movement were dynamically developed as a part of the democratization.
The New Korea Democratic Party rose up as the leading opposition by receiving support of the pro-democracy forces on February 2 in 1985. The Chun, Doo-hwan administration felt under threat and they attempted the enactment of the Campus Stabilization Act to oppress the pro-democracy movement. The opposition and the pro-democracy forces’ association started an active campaign against the policy of the Chun’s government. The opposition and the pro-democracy forces’ association, which had shown their possibility to join in the general election on February 2, bound together through the movement against the legislation of the Campus Stabilization Act. Finally, their solidarity frustrated the administration’s plan even though government ministries cooperated and made an effort to form public opinion for the enactment of the Act.
Although the Chun’s abandonment of the Campus Stabilization Act did not create specific political outcome in the pro-democracy forces’ point of view, it was a small achievement to overcome the crisis toward democratization. It means that the fight against the legislation of the Campus Stabilization Act formed a significant turning point during the pro-democracy movement in early 1980’s and became a crucial opportunity to join the other pro-democracy forces with different tactics and aims.
In politics, it is critical to set up issues and show public the argument at once. The opposition and the pro-democracy forces politicized the revision of the direct presidential election system after they had managed to postpone the legislation of the Campus Stabilization Act. It means that concerns and capability of people who belonged to the campaign against the Act didn’t disappear, but last. The campaign against the Campus Stabilization Act was the very starting point to open chances when examining circumstances from struggle against the constitutional amendment to the June Democratic Struggle and the June 29 Declaration in 1987.
Moreover, the opposition and the pro-democracy forces achieved the blocking of the enactment of the Act during the campaign against the Campus Stabilization Act. Therefore, they managed to prepare a foothold to promote the revision of the constitution. Their solidarity came to a lull because of the May 3 Incheon incident and the Konkuk University incident in 1986. However, their solidarity and victory would be one of the mainspring of the unit’s recovery in the June Democratic Struggle(1987).
