In recent times lightning discharge has occurred very frequently due to climatic changes, of which damage has influenced electric, electronic and telecommunication systems and human life as well. The Surge Protective Device (SPD) is to protect the low-voltage system against the damage. For the SPD, the Metal Oxide Varistor (MOV) is used. As it is combined with highly resistant oxides such as ZnO, Bi, Co, Mn, Ni, Sb, it can release a high content of energy. In addition, the varistor improves voltage control and reaction velocity. On the other hand, many electric currents leak relatively, and it is difficult to improve reliability in the process of manufacture, to finely homogenize structure, to resist degradation, and to optimally homogenize pulverulent bodies by chemosynthesis. The varistor-based SPD has various Failure modes caused by various reasons such as the degradation failure, the short-circuit failure and high-clamping voltage. The degradation failure and the short-circuit failure may load up the low-voltage system with resistance and thus may cause a fire if its safety is not ensured. And to protect the low-voltage system, at least one fuse is used in the inside of the SPD or its outside, which prevents the excess current and overheating. In the case of erstwhile SPDs, the fuse used to protect the low-voltage system may be burnt out under the failure mode on account of lightning discharge, and as a result the varistor may not be able to work normally. In order to solve the problem, the fuse has had a high breaking capacity and has been resistant to lightning discharge. However, such fuses may make the varistor element degrade and break down, hence reaction velocity slows down despite thermal runaway that occurs in the system and then the element ignites and the earth fault suddenly occurs in the low-voltage system. Accordingly, this study presented ‘the thermal runaway-preventing varistor’ of which electrodes were covered with a fusible alloy, i.e., a thermal fuse, in the process of manufacture, which is expected to ensure the reliability of being resistant to lightning discharge and to ensure stability against thermal runaway in the failure mode. Add to that, it is expected to reduce much more limit voltage than the existing products to which the fuse was separately applied. The thermal runaway-preventing varistor, presented in this study, was tested in accordance with ‘IEC 61643-331: Components for Low-Voltage Surge Protective Devices – Part 331: Specification for Metal Oxide Varistors (MOV)’. In result, it was proved that this varistor equaled the existing ones in performance characteristics. Besides, its reliability and safety was tested in accordance with ‘IEC 61643-1: Low-Voltage Surge Protective Devices – Part 1: Surge Protective Devices Connected to Low-Voltage Power Distribution System – Requirements and Tests’. The result proved that it was reliable in relation to lightning discharge and was safe from thermal runaway. In line with the electric power information technology (IT), a part of green growth, the main topic of the electric power industry, this study presented ‘the thermal runaway-preventing varistor’ in order that the fuse can be resistant to lightning discharge and the SPD can be safe from the thermal runaway caused by degradation, which is expected to protect the low-voltage system of the electric power IT devices against surge.
