In the 20th century, the global warming becomes more and more serious, which has become one of the international spot issues. The international organization realizes that only through international cooperation global warming can be effectively curbed. In order to reduce greenhouse gas (GHG) emissions, the international organization has held 5 times climate conference since 1972. In 1997, on the 3rd conference of parties the Kyoto Protocol was adopted. The major feature of the Kyoto Protocol is that it sets binding targets for developed countries for reducing greenhouse gas emissions. Clean Development Mechanism (CDM) as one of three mechanisms of Kyoto Protocol, allows a country with an emission-reduction or emission-limitation commitment under the Kyoto Protocol (Annex B Party) to implement an emission-reduction project in developing countries. Such projects not only help developed countries to meet their emission targets, but also provide the developing countries the capital and knowhow. Since the Kyoto Protocol came into force on February 16, 2005, the world CDM market has developed very fast. Until November 1st, 2010, 2,463 projects got registered in UN EB. Among these registered projects, 1,010 projects are from China, of which, 307 projects' CERs issued. However CDM market is full of risks and challenges. In addition to the general risks of project, CDM has its inherent risks. This thesis generates a study on the risk management of CDM project in China. Implementing CDM projects will encounter higher risks than that of conventional projects that creates difficulties for project development and high cost. Especially for China, because of its specific political and economic environment, there are more potential risks. Meanwhile as the expiration of the 1st Kyoto commitment period is approaching, international negotiations and conferences on the post 2012 framework are under way. Based on the current situation and these proposals, post-kyoto risk appears. China as CDM project developer and relevant consulting organizations, its awareness and understanding on these risks should be increased. Measures should be introduced into estimate the risks in order to make scientific and reliable investment decisions. To reduce the risks, different risk management means should be adopted for the risks of different CDM project period.
