Domestic and foreign changes to the environment of our agriculture industry and agricultural regions have affected the city of Iksan as well leading to a stagnation in the agricultural region and a collapse of its agricultural basis. Studies show that residents of agricultural regions mainly work in farming and that the percentage of the population that is over 60 years of age is relatively high in comparison to eup and dong areas, putting emphasis on the need for a source of income other than farming and for the revitalization of the agricultural regions. This is what gave rise to green tourism and in the Iksan region traditional farm theme villages were established in 4 areas near the region home to wild 웅포 tea leading to an increase in farm incomes and a source of income besides farming. However, the industry is not taking off because of lacking promotion and cultural contents.
As such, I wish to propose the following as a method of vitalizing the green tourism industry.
First, a promotion strategy incorporating regional resources and tourism farming must be established.
Farm theme villages, no matter how good the facilities are, will not provide a return on initial investment in the form of profits soon if visitors do not come. This causes financial difficulty as well as managerial issues, and soon the facilities become useless. To solve these problems a promotion strategy incorporating the abundant regional resources and issue creating events must be implemented rather than relying on promotion by the individual tourist farms. This is because though there are dozens of annual regional festivities and events, no method of sublimating such events into and connecting them with green tourism is non existent as of yet.
Second, an internal stability strategy connecting regional events and tourist farms must be implemented.
Tourist farms must implement independent strategies that secure internal stability of events. Previously, events often failed because of insincere planning and lacking promotion, and thus failed in acquiring shares in the specific target markets. Also, the lack of facilities for training and education led to a weak planning and event hosting capacities for groups of tourists. Therefore tourist farms must swiftly search for ways to integrate regional tourist events in order to obtain internal stability of their independent events and enhance their relative qualities.
Third, a strategy to differentiate the agricultural region and culture must be implemented.
As of now, tourist farms generally simply transplant urban elements into the rural regions. Efforts to create a space which adds urban elements into rural facilities and spaces to create an atmosphere that emits a warm view, mood, and taste of farm life are lacking. Areas that are neither farms nor cities cause people to feel that usage of the facilities is awkward or uncomfortable.
Tourist farms need to be transformed into an area that emphasizes agricultural characteristics and a meticulous disposition incorporating a sense of the seasons and specialized facilities is also required.
Fourth, a strategy to develop shopping products representing the region is required.
Agricultural products cultivated in the region and unprocessed agricultural produce that provides a taste of nature that is pollution free are desirable as tourist products that embody the characteristics of the region and it is important that the cost be reasonable and the quality of the product high. Also, processed products must be studry and possess reasonable value.
Fifth, a theme and educational program based on the historical and cultural tourism resources of agricultural areas must be developed.
In order to develop tourist resources as well as programs utilizing historic and cultural resources cultural artifacts must be maintained, traditional culture must be revived and research complexes established by establishing revival villages etc., and a program capable of enhancing mutually supplementary connections between modern leisure facilities and traditional folk culture facilities must be developed in order to act as the center of regional tourist resources.
Sixth, in order to vitalize the agricultural tourism industry, the central and regional government and the private sector must come together in harmony.
The fact that there is no standard model for green tourism and trial and error continue to abound in the field lend stronger emphasis to the importance of cooperation between the entities. However, the territories of each entity is not yet clearly separated and there are a great many areas that overlap.
Seventh, the operation of the green tourism industry is recently being delegated to private organizations as a role and task to be performed by private corporations. In order for green tourism to succeed, private organizations must implement various independent training and education projects and strive to enhance business skills.
Finally, education of the residents of agricultural regions should be reinforced.
In the beginning emphasis should be placed on altering the awareness of residents, inducing participation, and training leaders after which expert training and benchmarking of successful examples should be conducted so that residents can become aware of the crisis currently faced by the agricultural community, accept change, and recover a sense of self confidence. A leader that will lead regional development must be discovered, an implementation organization established, and focus must be placed on representative farms.
In order to vitalize the green tourism industry of the Iksan region, the aforementioned strategies should be implemented in connection with a tea culture experience program utilizing the wild Ung-po tea growing region-the northernmost wild tea colony in Korea-and the Ung-po forest culture experience hall so as to achieve a positive synergy effect.
