For the past 52 years, domestic nuclear power and stable-economical energy supply source have made significant contributions to developing the nation’s economy, preserving global environment, and furthermore, promoting Science & Technology. Helped by this trend of steady growth, the increasingly changing political systems and autonomous civil society have facilitated policy-making in nuclear power to consider more complex factors in decision processes and also these uncertain and complex factors surrounding nuclear power have led social science policy researches and policy recommendations to flourish. This research analyzed how nuclear power policies have been changed and institutionalized on the basis of the historical institutionalism approach, going back from the year of 1958 when the law related to nuclear power was enacted under the first presidential administration to the incumbent president Lee Myung-bak. This dissertation reexamined policy change (institutional change and persistence) from the integrated perspective of exogenous variables, structurally defined institutional contexts, and actor variable, in order to overcome fundamental problems surrounding the historial institutionalism, not only based upon punctuated equilibrium heavily determined by exogenous variables but also confounded by abrupt and crucial changes burst out in the process of incremental change. The basic perspectives on this research can be summarized as follows: In the first place, exogenous environmental factors at home and abroad have substantial influences on a nuclear policy change. Among typical international environmental factors were the nuclear test administered by India in 1974, the U. S tighter policy on non-proliferation of nuclear weapons and oil shocks in 1973 and 1978, including disasters of nuclear power plant in Three Mile Island in the US and Chernobyl in Ukraine in 1979 and 1986, respectively impact of high oil prices in 2005 and 2007, and the Convention of Climate Change. And also among typical domestic environmental factors were the consecutive establishments of national economic development projects, the surge of energy demand, change in industrial structure to heavy-chemical industries, and introduction of local autonomous government system, outbreak and IMF-directed management system of the Korea's economic crisis, and the issues surrounding radioactive waste control facilities in Guleopdo and Buan region In the second place, the institutional context comprised of ‘policy paradigms’, ‘policy decision structures’ and ‘legal norms’ on nuclear power has exerted influences on a nuclear policy change, from the institutional context. From the beginning on, South Korea has implemented nuclear policy project designed to raise and promote nuclear power paradigms with the focus on economic growth. However, as regulations and safety paradigms of nuclear power has been emphasized in the late 1970s., the pertained legal norms came to become initiated. Especially since the 1990s when policy awareness and social concerns of the relevant regulations and safety paradigms started to emerge, ‘promotion and development-centered paradigms' and ‘regulation and safety-oriented paradigms’ have become complementary. For the nuclear energy policy, governments of former presidents Rhee Syng-man, Park Chung-hee and Chun Doo-hwan are characterized by the dual administrative structures on policy making and control, which resulted in characteristics of government-centered policy decision-making, authoritarian organizations, and tight closeness in policy-making processes. Meanwhile, governments of former presidents Rho Tae-woo, Kim Young-sam, Kim Dae-jung, Rho Mu-hyun, and the incumbent government of President Lee Myung-bak ran and runs the dual administrative structures but allowed the private sector to participate in policy decision structures, which in turn led to characteristics of decentralized policy decision, equal structures, and gradual openness in policy-making processes. Considering to legal aspects related to nuclear power, a number of law and rules on the use, development and promotion of nuclear power were institutionalized and revised before the 1990s. After then, such laws and rules on regulation and safety of nuclear power have been abundant. Especially the former president Rho Mu-hyun enacted a lot of laws and rules on regulation and saftety of nuclear power. Yet in general, former presidents implemented multiple policies necessary for researching and developing (R&D) nuclear power, with the greater attention being given to institutionalizing and revising laws and rules on the development and promotion of nuclear power, rather than on the safety and regulations of nuclear power. Since authoritarian regimes have been gradually substituted for the democratic regimes in the 1990s, not only governmental and sub-governmental actors but also private actors have started to engage in nuclear policy making. Since the 1990s when the democratic government emerged, the number of participants in private sectors have been substantially increased but limited in number. The emergence of new civil societies in mutual links with civil environmental institutions, local residents around nuclear facilities and press media have been conducive to waging civil environmental campaign. A sense of cooperation and solidarity that they showed has uncountable influences on nuclear policy change. From this view, this research found following theoretical and methodological points.
