The information technology application in foreign language learning has a long history and was proven to be effective. The purpose of this study is to provide the principles of developing contents and smart e-learning system for Korean language learning. Smart learning includes informal learning as well as formal learning, authentic learning, and personalized learning. Smart e-Learning system need to include e-learning functions selectively, such as some crucial functions of learner centered activities. For the Korean language learning contents development, this study suggests five principles : first, video streaming contents as low cost and high effect, second, interactions in educational communities, third, open source for educational contents (development as well as distribution), fourth, standardization of contents, and fifth, multi platform of educational contents. For the Korean language learning system development, this study suggests nine principles : first, theory based system design, second, use of informal education, third, high accessibility, fourth, delivery of contents in multimedia form, fifth, use of intrinsic motivation, sixth, adoptive learning system, seventh, active use of formative assessment, eighth, web 2.0 based community activities, ninth, portal for educational contents of Korean language. The meta data for the Korean language learning contents are suggested : learning area(hearing, listening, writing, speaking, grammar, culture, vocabulary), geo-location, nationality, difficulty level, usage(classroom, self-guided), type(main material, complimentary, worksheet, evaluation), purpose, audience, and language.
