Changes in educational policy due to government decentralization, educational autonomy, and self-regulation for universities poses significant implications in reforming and managing a system of educational administration auditing. The Korean Ministry of Education & Human Resources Development (MOE) should take measures to improve and support institutions by encouraging reforms of internal regulatory systems through rational auditing activities so that autonomous changes can take place in educational administration agencies and individual schools.This study was undertaken in order to investigate the current status of and problems in the management of educational administration auditing systems as well as to provide insight in dealing with these issues. For this end, the theoretical basis for educational administration auditing systems and previous studies were researched via previous studies as well as various administrative and legal literature. Then, an analysis of the current status of auditing systems managed by MOE was conducted. The findings of this study show: first, a lack of auditors' independence; second, an unbalanced selection of institutions considered for auditing due to skewed auditing cycles; third, a shortage of auditors for the large auditing needs; fourth, lack of expertise; fifth, deficient working conditions within organizations; sixth, insufficient expansion of automation; and seventh, lack of channels for parent participation.The problems above were analyzed in order to formulate the following recommendations for improving the educational administration auditing system.First, educational policies at the city/province and school levels should be enforced more efficiently, effectively, and economically through the establishment of a performance assessment system. Problems that can occur during the process of auditing activities can be prevented by implementing a performance assessment system. Furthermore, risk management of the dangers in educational policies would be possible.Second, automation can increase the level of transparency and efficiency. Constant monitoring of needed information can prevent illicit actions as well as irregularities that might occur during the work process. Also, the utilization of databases that contain accumulated materials would be able to solve the problem of having to collect large amounts of information from numerous institutions.Third, the system of 'consulting audits' should be implemented. This allows institutions to obtain consultation prior to any auditing conducted by agencies. Such self-help measures can have a preventative effect in that problems are identified and dealt with early on. The option of receiving consultation means custom-fit services can be offered.Fourth, a system in which parents may request audits for cases of corruption or improper behaviors in the educational sphere must be implemented.
