A Study on Problems of Climate Change and
Energy policy against it

The purpose of this paper is to analyse how global warming from green house effect influences the environment in an international level and suggest solutions for the environmental problems. Through this, the response for the environmental problems will be done by comparing two different energy policies: atomic energy and alternative energy policies. The essay topics will focus on the safety problems of atomic energy which has become a hot issue after an nuclear accident in March 2011 in Fukushima, Japan, the authentication of implementing environmental-friendly energy resources through the adjustment of cost, the proportion of applying alternative energy resources, the policies which government have to implement in the short and the long run.
This study consists of six chapters to achieve the study purpose efficiently. The contents of the chapters are summarized as followed:
In chapter 1, the paper will outline historical background of environmental issues since the industrial revolution in Britain. Then, this chapter will discuss about the current leakage of radioactivity in Japan in a greater detail in order to emphasize the importance of dealing with environmental issues based on 5 characteristics: the negative spillover effect of one nation's environmental damage to global environment, the connection between environmental resources and nations' development, the negative global impact of environmental damage and its waste, the frequency of national environmental damage and the relationship between environmental damage and societies in a global scale.
In chapter 2, international environmental issues arisen from political ideology and international agenda will be analyzed based on theoretical background. In order to do this, Garrot Hardin's Tragedy of the Commons, meaning the disastrous outcome caused by free riding problem in public goods makes up the philosophical background. As a solution for environmental issues, ESSD (Environmentally Sound and Sustainable Development) will be suggested in order to compromise between advanced and developing nations.
In chapter 3, climate change will be assumed as the most important factor of environmental problem and this will be scrutinized based on the problems of global warming and its effect. Specifically, the main problems will be unusual weather phenomena, ice meltdown, drought and the destruction of bio-diversity and ecosystem caused by green house effect.
In chapter 4, international efforts to solve environmental problem will be observed by examining the UN Framework Convention on Climate Change (UNFCCC) signed in Rio de Janeiro, Brazil on June 1992, the 1st C40 Climate Leadership Group which were held in London, UK on October 2005, Kyoto protocol and other agreements. Of course, the impact of Kyoto protocol and its follow-up measures on Korean environmental policy will also be investigated.
In chapter 5, the analysis will focus on energy policy as a response for environmental problem. As nuclear energy was the most welcomed energy resource to overcome environmental problems caused by fossil fuels , this chapter will examine its validity on climate change issues. Here, this chapter will especially highlight not only the efficiency but also the safety problems of nuclear energy.
The risk in case of nuclear accident implies that New & Renewable Energies are suggested as a solution for not only the safety issues but also the environmental damage. Although replacing to these of energy resources is acknowledged as the most ideal proposal for policy makers, this chapter will point out high initial cost of applying New & Renewable energies at present.
In chapter 6, lastly, the chapter will conclude that although nuclear energy development has to be sustained by complimenting its safety issues in short and middle run, policy makers must be prepared to convert from nuclear energy to New & Renewable Energy in the long run.
