비소 및 중금속 등으로 오염된 토양의 정화와 관련하여 다양한 기술들이 개발되고 있으나 대부분 물리화학적 처리로서 처리비용이 비교적 고가이고 처리과정에서 2차 부산물이 발생하며, 생태계의 교란을 야기시킬 수 있다는 문제점들이 있다. 이런 문제점 때문에 안정화제를 이용한 처리방법이 개발되고 있는데 처리비용이 저렴하고 정화과정에서 토양의 환경적, 생물학적 건전성을 증진시키는 긍정적인 효과가 있다. 본 연구에서는 대부분의 현장에서 안정화제로 사용되고 있는 PS-Ball(제강슬래그) 뿐만 아니라 Red Mud(인산처리를 통해 개질된 적니) 및 Bio-Solids(유기성슬러지 고화물)에 대해, 안정화제로서의 활용 가능성을 평가하고자 하였다. 안정화제의 흡착 효율을 알아보기 위해 20ppm의 비소 표준용액에 PS-Ball, Red Mud, Bio-Solids 1%, 3%, 5%를 각각 투입하여 회분식 실험(Batch test)을 하였으며, 이를 통해 각 안정화제에 함유되어 있는 철산화물이나 CaO 등에 의해 비소가 흡착 불용화되고 pH가 변화함을 알 수 있었다. 실제 현장 오염토에 3종류의 안정화제를 주입하여 적용할 경우 비소 및 중금속의 안정화 효율을 파악하기 위해 Pilot scale로 실험하였다. 각각의 안정화제를 비율별로 광산 토양과 혼합한 후 그 위에 오염되지 않은 토양을 복토하여 5개월 동안 반응 결과를 살펴보았다. 안정화재료(PS-Ball 및 Red Mud, Bio-Solids) 적용으로 인한 오염토양 내 중금속 성분의 처리효과를 검토하기 위해 각 처리구별로 채취한 안정화층 토양시료들에 대해서 중금속 연속추출법을 실시하여 중금속의 존재형태 특성을 카드뮴과 비소 위주로 분석함으로써 안정화제의 활용가능성을 평가하였다. 안정화 토양의 카드뮴에 대해 연속추출법을 실시한 결과 PS-Ball보다 Red Mud 및 Bio-Solids를 주입하였을 때 교환성 카드뮴의 구성비율이 낮게 나타났다. 교환성 형태는 지하수 및 식물의 오염과 밀접한 관계가 있으며, 안정화 처리공법의 처리효과를 판별할 수 있는 결합형태이다. 안정화층에서 카드뮴의 제거 특성은 pH 변화와 매우 연관성이 높은데 양이온인 카드뮴은 수산화물에 의해 침전 제거되기 때문에 pH가 높을수록 교환성 카드뮴의 구성 비율이 적은 것으로 판단된다. 안정화 토양의 비소에 대해 연속추출법을 실시한 결과 PS-Ball보다 Red Mud 및 Bio-Solids를 주입하였을 때 교환성 비소 구성비율이 낮게 나타났으며, 특히 3가지 안정화제 모두 3개월까지는 잔류성 형태의 구성비율이 50~60%이었지만 3개월 경과 후부터는 잔류성 형태의 구성비가 약 95% 내외로 증가하였다. 이는 As(Ⅴ)의 고정화는 노화시간과 관련된다는 것을 나타내는데 본 실험에서는 3개월 까지는 의미 있는 고착화가 관측되지 않았으나 3개월 이후부터 잔류성 As(Ⅴ)의 분율이 약 95% 내외에서 크게 변하지 않는 것으로 나타났다. 이상의 실험결과로 볼 때 Red Mud 및 Bio-Solids는 주성분인 Al oxide(Al2O3)와 Fe oxide(Fe2O3), CaO가 비소 및 중금속을 고정시킴으로써 비교적 우수한 고정능력을 나타내며, pH 변화도 중성 내지 알칼리성 범위에 있어 토양에 대한 pH 영향도 적기 때문에 비소 및 중금속으로 오염된 토양을 처리하기 위한 안정화제로 사용이 가능하다고 판단된다.

Many technologies for the purification of soil contaminated by arsenic and heavy metals have developed but most of them are physicochemical treatment so are relatively expensive and may generate secondary by-product during the process and disturb the ecosystem. Due to those problems, treatment methods using stabilizers are being developed and they have cheap treatment costs and positive effects in improving environmental and biological wholesomeness of soil during the purification. This study aimed to evaluate utilization of Red Mud(red mud processed with phosphoric acid) and Bio-Solids(organic sludge) as well as PS-Ball(steel slag) being used as a stabilizer in the actual field. To look into the adsorption efficiency of stabilizers, this study conducted a Batch test by putting 1%, 3% and 5% of PS-Ball, Red Mud, and of Bio-Solids respectively into 20ppm arsenic standard solutions, and through this, it found out that arsenic adsorption is insolubilized by iron oxides and CaO contained in stabilizers. To examine stabilization efficiency of arsenic and heavy metals when putting three kinds of stabilizers into actual contaminated soil, a Pilot scale test was conducted. This analysis looked at the response for five months after mixing each stabilizer with soil from mine according to the ratio and covering up with uncontaminated soil. To check the treatment effect of heavy metals in contaminated soil through the application of stabilizer materials(PS-Ball, Red Mud, Bio-Solids), this study performed a sequential extraction method of heavy metals to soil specimens in stabilization layer collected from each treatment so evaluated utilization of stabilizers by analyzing characteristics in terms of cadmium and arsenic. As the result of the sequential extraction method about cadmium in stabilization soil, a component ratio of Exchangeable cadmium was low when putting Red Mud and Bio-Solids rather than PS-Ball. Exchangeable fraction is closely related to underground water and plant contamination and is a bonding type able to distinguish treatment effect of stabilization methods. Characteristics of cadmium removal in stabilization layer is very related to pH change. A positive ion, cadmium is precipitated and removed by a hydroxide so when pH gets higher, component ratio of Exchangeable cadmium is small. Regarding arsenic in stabilization soil, a sequential extraction method was conducted and showed that a component ratio of Exchangeable cadmium was low when putting Red Mud and Bio-Solids rather than PS-Ball, and in particular the component ratio of Residual fraction among three stabilizers was 50~60% until three months but increased by 95% or so after three months. This means that As(Ⅴ) immobilization is related to aging time, and this test didn't find signifiant fixation until three months but after three months As(Ⅴ) Residual fraction was not largely changed within 95%. According to the test results, Red Mud and Bio-Solids showed relatively excellent fixing capacities as their main ingredients Al oxide(Al2O3), Fe oxide(Fe2O3), and CaO fix arsenic and heavy metals, and due to small effect of pH on soil in terms of neutral or alkaline range, they seem to be used as stabilizers to treat soil contaminated by arsenic and heavy metals.
