Korea has relatively young population structure among OECD countries, but soon is expected to reach the level of OECD countries since it is one of the fastest aging societies in the world. Korea is no exception to high speed aging. Elderly population is relatively low in seoul compared to the country' average rate but aging is accelerated due to low birth rate. However, subway plays a pivotal role in public transportation in metropolitan area against aging society. Thus, this study aims to find the problems that the elderly experiences when using subway in advance and to suggest facility improvement plan to respond increasing demand of the elderly. In this study, survey was performed for the elderly aged over 55 and subway operators to find the problems in subway station. According to the survey, facility improvement plan was suggested in terms of Universal Design (convenient design for everyone) applying Seoul public design four primary strategies and public facility guideline 10 rules. For theoretical reference, statistical data was investigated on the definition of elderly and the characteristics of their behaviors and the status and change of elderly in Seoul. Also, local and overseas relevant laws and previous studies on transportation vulnerable were analyzed. The status of convenient facilities in subway area was investigated as well. Questionnaires on subway utilization was performed for subway users and subway operators. The characteristics of the elderly behaviors were compared and analyzed using the results drawn from questionnaires to make a facility improvement plan. Seoul public design four primary strategies and public facility guideline 10 rules were applied to this improvement plan so all the subway users as well as elderly using subway can use it conveniently. The improvement plan is as follows: 1. Design for transportation vulnerable Facilities for transportation vulnerable should be improved by installing more elevators and escalators, antislip stairs, double and continuous handrails on the stairs and repairing bump or gap of platform and so on. First, more elevators and escalators are additionally established so transportation vulnerable including elderly can access subway first. Currently, amenities are initially installed in the exit where many passengers travel, considering floating population in subway station. Thus, elderly continuously experiences inconvenience using exits without moving facilities. Therefore, moving facilities should be installed additionally to the whole exits so elderly can conveniently and safely use subway. Second, subway station buildings deteriorated as they are old. Especially, stairs are very slippery since many people have used for many years. Some stations installed antislip facilities but the facilities should be continuously expanded inside and outside stairs. Also, double and continuous wall handrails should be installed with antislip facilities for stairs for elderly not to experience inconvenience while traveling. Third, it is necessary to improve facility if station platform is curved since it is feared that people may fall due to the height difference between the floor of platform and that of train. The facilities should be improved to remove the height difference and to remedy the gap between platform and train. Fourth, more seating should be expanded in trains for the handicapped, the elderly and pregnant women and vertical bars are also necessary in the train for the elderly to support when sitting down or standing up. 2. Optimization and integration of size and form Different train schedules are posted in the stations and passengers are so confused about it. There are increasing complaints from passengers due to the information excessively displayed. Likewise, it is not easy to recognize train schedule necessary for people. Therefore, subway operators should offer necessary information for a directional sign, minimizing size, form and color. The letter size should be expanded, considering eyesight of the elderly. In transfer stations, the signs should add directional information for elderly to travel safe and convenient to the destination. Setting the improvement plan was a good opportunity to understand the elderly on a personal basis. The plan to improve moving facilities for the elderly is expected to be convenient for all subway passengers not only for the elderly.
