In 1902, Japanese government designated Seonchang-ri, Daso-myeon, Incheon, where a number of Japanese people used to live, as the official red light district under the orders of Administrative Bureau called Leesacheong. At first, the houses of ill fame were built near Incheon Girls' Vocational High School, under the hill of Dapdong Catholic Church, and beside the Inil Girls' High School. However, a Japanese prostitute quarter named 'Budoru' was built in Seonhwa-dong, as the commercial sphere of this area started to expand.
As U.S. soldiers had been stationed in South Korea right after the emancipation, the first military camp town was formed in the current Bupyeong district. They satisfied their sexual desire through the licensed prostitution system.
South Koreans started the campaign to abolish the licensed prostitution system after the 1919 Samil Independence Movement. All the women of the left and right wing advocated the abolition of state-regulated prostitution system through various codes of conduct as well as progressive activities.
There were a number of active women's organizations in Incheon district, including but not limited to the Founding Women's Association, the Joseon Women's General Confederation, the Korean Women's Patriotic Association, and the Women's Patratic Association for Promotion of Independence, during the period of the United States Military Government in South Korea. These organizations engaged in the campaign to abolish the licensed and unlicensed prostitution as well as the petition for legislation.
In 1946 U.S Military Goverment enacted and proclaimed Rule 70 「rule prohibiting trade of women」. Rule 70 was not intended to help prostitutes find jobs and become independent free of debts.
In 1947, Korean Interim Government Act No. 7 「Abolition of Licensed Prostitution System」 was enacted, which finally put an end to the licensed prostitution of the Japanese colonial era for form's sake. However, many a licensed prostitute kept on asking for realistic measures for their living, in the absence of practical actions for eradication of prostitution. The measures for veneral disease, unemployment, and reformation, set forth by U.S. military government were not the proper plans for complete eradication of prostitution. It was not more than an approval for private prostitution that merely changed the licensed as unlicensed prostitutes.
After the law was promulgated, the authority of Incheon district planned for former licensed prostitutes to take sanitary administration and enter the society through cultural education. However, the number of private prostitutes increased substantially. As there was no practical remedies, the abolition of licensed prostitution system simply led to the explosive increase in the number of private prostitutes.
