The global warming caused by the greenhouse effect widely influences agriculture, livestock, diverse industrial activities, human health, and residential environment as well as change of natural ecosystem in social and economic aspects. The causes of global warming have not been clearly identified so far, but greenhouse gases are considered to be the most alleged causes. As known, CO₂ is the representative cause of greenhouse gases. In addition to CO₂, main causes of green houses include CH₄, N₂O, HFCs, PFCs, SF₆,CO₂ and so on . This study analyzed the effect of city's social and economic characteristics on emissions of carbon dioxide through relation analysis of CO₂emission with the city's social and economic factors to suggest the development direction of existing cities and new towns. This analysis is largely divided into two parts: questionnaire analysis by expert questions and statistical analysis by actual measurement. Firstly, we identified composing factors of a city, which was expected to influence CO₂emission. Secondly, we investigated the effect of social and economic characteristics of 13 cities, selected by expert questionnaires; number of population, registered number of car, number of mining and manufacturing, construction industry, electricity and gas, transportation business, area factor of the residential zone, total output within the region, allotment of local tax per person, number of companies, financial independency, area factor of industrial zone, and number of the industrial population on CO₂ emission through multiple regression analysis. The analysis was conducted on the basis of metropolitan cities, large city, and small and medium-sized cities. This analysis results reveal that the total output within the region and the area factor of industrial areas had an effect on CO₂ in the size of metropolitan city, while, the area factor of industrial zone and share amount of local tax per person had an effect on CO₂ in the size of large cities. Total output within the region and electricity and gas industry had an effect on CO₂ in the size of the small-medium city. In particular, it is analyzed that total output within the region and share amount of local tax per person had an enormous effect in the section of finances. Analysis results show that importance is given according to sections of city plans for reducing carbon by expert questionnaires as follows: ①the use of mixed land, ②the utilization of nature topography, and ③application of environmentally friendly-appropriate density are essential planning factors. Also, it shows that that importance is given in the planning of infrastructure facilities, ①the plan of pedestrian-friendly road and ②installation of composting facility were analyzed to be essential planning factors. In terms of construction planning, the important planning factors were analyzed to be ①consumption amount of residential energy, ②minimization of effect on ecosystem through deliberate selection of place, factory construction, and systematic design, and ③design of facility in consideration of construction possibility, durability, flexibility, maintenance possibility, livability and dismantlement availability. In terms of landscape plan, the most important factor of planning was analyzed to be ①the creation of visual corridor. In terms of the section of environmental planning, important planning factors were analyzed to be ① the use of local renewable energy such as local waste incineration, and ② the construction allocation of construction within the district, considering wind road.
