이를 위하여 본 연구에서는 국내 CM 사와 시공사 간 협업 시 사용하는 정보시스템을 대상으로 하며 CM for fee 계약 하에 진행되는 공공사업으로 범위를 제한하였다. 정보관리시스템은 업무방식의 고려와 정보교환체계의 변화를 수렴하는 것이 중요하므로 건설 업무기능에 따라 설문조사를 통해 활용도 분석을 하였다.

To reflect these circumstances, IS has to be actively utilized for inter-organizational information sharing for CM. Because CM plays intercommunication between owner and contractor with IS. Therefore, there were efforts of government for collaboration on high-level IS between stakeholder such as ‘construction continuous acquisition and life-cycle support’ (CALS) and ‘construction contractor integrated technical information service (CITIS). It shows a trend of interest of collaboration.
It is important to consider for business types and trends of information exchange to make systematic informatization as IS embeds business functions and processes. Since early 2000s, even though electronic supply chain management (e-SCM) has been focused in the business area, there are only case studies or they mention the about design phase for inter-organization. Indeed, Construction Manager (CM) firms have less structured IS than construction companies. At this point, there is need for the research of inter-orgazational IS in owner’s perspective to support IS development.
In this context, the purpose of this research is evaluating inter-organizational IS for CM firms based on business functions. The scope of research is limited to CM for fee contracts for public project business between CM and constructor.
In order to accomplish the objectives, two research methodologies were used: a literature review and the survey. The literature review was conducted to understand meaning of relation between collaboration and IS and to determine which factors can be indicators to justify evaluation of inter-organizational information system. The survey was also conducted to investigate how inter-organizational IS was currently being used in the Korean construction industry. Thirteen CM firms answered the survey and survey result is verified based on specialist interviews.
The survey results showed that data exchange system consists of 24% off-line and 76% on-line. Only 35% of data are managed in structured format. Most CM firms use IS for each project by owner’s request, and ‘cost control’ is found as the being the first priority among those construction business functions. Information of ‘design’, ‘scheduling’ and ‘cost control’ is exchanged frequently and is often reused not only in the project but also after projects. It means system of those information are needed effort of improvement for systematic management in the inter-organizational IS. Especially, ‘planning’ system is required improvement within top 10 firms because it reveal satisfaction relatively even though it has strong impact.
